WOW...he's pissed. He wants to thank all the people for their efforts...but they are not enough, and that is not acceptable.

It allows the Feds to maintain law...but can only be issued if the Gov or state legislature asks for it, or if the President feels that the state government is unable or unwilling to accomplish the task at hand and restore civil obedience.
