I've read this 100 times here and I haven't read all of the comments so if this was addressed, I apologize in advance...BUT, if this is true about the Gov asking for help, then why aren't more people stating this on the networks? Why didn't the Pres tell her to ask?

I saw a thread 2 days ago that said the Incidence of National Significance was implemented and put the power under DHS.

Some people don't undertand federalism. The state are NOT subdepartments of the central government. Bush is pushing against a pillow right now. He was hoping that Blanco could provide the same high quality of leadership that Jeb Bush did in Florida. Hasn't got it.
