Okay, I should probably know this, but what is the Insurrection Act?

It allows the Feds to maintain law...but can only be issued if the Gov or state legislature asks for it, or if the President feels that the state government is unable or unwilling to accomplish the task at hand and restore civil obedience.

I"m not familiar with the insurrection act either. Perhaps he means Article I, Section 9 of the Constitution

Briefly,

The Insurrection Act (Title 10 USC, Sections 331-335). This act allows the president to use U.S. military personnel at the request of a state legislature or governor to suppress insurrections. It also allows the president to use federal troops to enforce federal laws when rebellion against the authority of the U.S. makes it impracticable to enforce the laws of the U.S.
