You are absolutely right. There has been NO leadership or coordination in NO since the beginning.
Bush can't do it himself, nor can he send someone unfamiliar with the place down to do it. It takes a solid leader to get the ball rolling at the local level.
The problem is, these people have depended on the feds to do their thinking/doing for so many years, they are totally incapable of self help!
No "maybe" about it. It IS very much against our law.
If Bush has to micromanage this thing, he better start doing it. Michael Brown can't do it. He's already proven that.

Everyone please notice that news release last SATURDAY said that Katrina MAY develop into a Category 4 storm! Saturday!!! I wish people here would stop the nonsense that FEMA or anyone else had "days" to prepare for a Category 4/5 storm! They had less than 24 hours. The President declared an emergency and ordered evacuations before the storm even hit Category 4. That's pretty darned foward-thinking IMO. It's no wonder a lot of hurricane-hardened people did not leave; this was the classic case of a late-developing storm and by the time it got bad enough that people knew they should leave it was too late.
Stay safe. Stay armed.
This event is a case study in the necessity of the second ammendment.
If they'd had listened to the President when he gave the evac order, they wouldn't be in the fix that they are at present. Most of the news agencies want to give them a pass because of their skin color or that they were poor.
I wish one reporter would ask these "poor black folk" about what they did prior to the storm to evacuate or prepare for it. I feel more for the tourists who shelled out $25,000 for bus transportation, only to have those buses commandeered and were told to walk to the dome.
Residents of the city have a far better chance at survival than the tourists or travelers that were trapped with no help at all. The number of people who were still in the city when the storm hit should have been cut to a minimum. Instead, the "leadership" in LA put many lives at risk.

FEMA did alright last year in FL, but this is an incredible challenge. It should be done better, no doubt, but this is really unprecidented, and the situation has deteriorated from the first day. Monday, it was looking like a bad flood that would go away, be very expensive, and cost some lives. Now, it looks a like a massive catastrophy that not only is going to cost many more lives, but has developed into pure anarchy, and probably change the course of this city forever.
FEMA has challenges it could not have really imagined just four days ago. Yes, their execution HAS to be better, but the main problem is that the people on the ground...the local leaders that are in charge are absolutely worthless. The lawlessness is a result of limp-wristed governing.
That is preventing any progress now. Police are sent in to do something, and are kicked out by gangs....helicopters at a hospital are being shot at while trying to move the sick. Unless FEMA has bullet-proof vests, they are in a real challenging situation right now.
I see the comparison made all the time. Certainly the level of preparation and response needed is equivalent to a major military operation.
How many time in American history have we completely evacuated a major city, and needed to find semi-permanent housing for a million people? All with no passable roads and streets.
Just as one example of the unexpected: the motels in western Florida are planning to clear out the storm refugees to make room for football fans.
