It goes way back. Huey P. Long even further back than that. NO has been corrupt and politicians have lined their own pockets with $$ earmarked for the levy system for years and years.
I am sorry if they rebuild and let people back in again that have no way to evacuate when this happens again, and it will happen again. I will turn of my TV and move away when this happens again. It isn't that it will or will not happen, it is only WHEN? A three year old could have planned better for this. I mean give me a break.
