FEMA has done a hellova job. They've been working with the governments of three states, and in two of those three states things are going well. So obviously, FEMA is on the job. But FEMA can't fix what is broken in New Orleans. When the Governor is incompetent, the Mayor nonexistent and up to 50% of the police force walks off the job just days after the hurricane you cannot blame FEMA for solving all of New Orleans problems. When the men and equipment they send are held outside the city because they are getting fired on, you can't blame FEMA. The fault lies with the leadership of that state, the city and the near animal human trash whose first impulse in a disaster area is to loot their own neighborhood.
I think that's the next stop, in LA.
As a former Coast Guardsman, we know how to get things done with limited resources. The service always has been the lowest on the totem pole for ships, equipment and has been the stepchild by being shifted from agency to agency. Heck, the ship I was first stationed on was commissioned in the 1930's, was at Pearl Harbor on December 7, was sent to VietNam, and was finally retired in the 1980's!
good point. 10 backpack bombers walking up to these levees and blowing 10 holes in them, could have done this to New Orleans at any time.
I think that I will switch parties and become a Mediacrat, and push to get the Mediacrats elected and appointed to every office. Because clearly they can do everything better, faster, and in fact bad things would never even happen if we just listened to their (after the fact) expertise.
Put the Mediacrats in charge!
Baton Rouge already has a medical crisis on their hands per Fox.
All evacuee's cannot be sent to the same place!!!! ie: Houston/San Antonio/Dallas. Other states need to start working on taking in some of these folks. 20-30,000 in one place is not going to work! The Astrodome will turn into the Superdome.

Yes, communications means everything in an emergency. Where to go, where not to go, whether you really are on your own, what you need to do - all of that requires communications.
And since radios have come so far down in price, there's no excuse for not having them. Crank powered AM/FM for starters, handheld CB, and FRS/GMRS at *least* should be in everyone's go bag or kit.
Target recently had a set of four Motorola FRS/GMRS radios for $20 - two conventional sized, two about the size of a Zippo, all in one package! For $20!!!!

I've heard two explanations that are plausible with the third being that they are just plain evil people. First, it is the frustration of being on 4 sq ft of roof above a toxic sea and seeing a vehicle - any vehicle - pass you by. It might not make sense to you or I sitting behind our keyboards, but imagine the desperation of being in that situation. The "you're leaving me here to die? Take that!" effect.
The second answer is the shots are taken in order to attract attention, like waving a flag if you had one but all you have in your hand is a gun. Again, it doesn't make much sense but after 5 days with death at your right hand, rational thought is replaced by survival instinct.

Agreed. There needs to be disbursement. Pardon the un, but you'll cause a flood of humanity in these communities if they aren't spread out across the country.
There are also many disgruntled people who see others being rescued and are simply pissed off and desperate...so they think by shooting they are drawing attention to themselves.
And then there may be freed convicts who have nothing to lose and are just raising havoc.
