Regular military is forbidden to do law enforcement, even under martial law. The Guard does it. Special orders have to be given by the president, and only under very specific conditions, which have not been met.
One problem of many. But at all levels, governments overpromise. I think the relief effort is going along as well as can be expected.
I'd like to see and hear a government official come clean, and encourage the people to be more self-reliant, and to develop community respources - and to advise that while federal and state help is always available, each person needs to consider the level of (in)competency (for want of a better word - they are competent, but their cure is harsh) they have.
Bush: The results (of the efforts so far) are unnacceptable.

Why dont they redesignate the regular army as national guard?
What I would like to see is that cities across the country adopt and host one family. It's affordable and not setting up future ghettos. If going back to NO ,not a good idea they might even decide to stay at their new home. I'm going to call my mayor about it today. An apartment, and set up isn't a lot of money for one family.
The goofy governor's latest excuse is that they cannot communicate.

Bush now boarding Marine One to Andrews AFW, will fly to Mobile first, then Biloxi, where he will walk on the ground, then New Orleans (flyover). Bush will speak at NO airport but will not be on the ground in the city.

well you have 14,000 people to care for and if every one took a pet you can imagine the waste.

I agree, (Bush is speaking as I type) this disaster is so large that the quick type of response we are used to is not going to happen. Have mistakes been made? Yes. Can something like this happen and have no mistakes made? I dont see how.
I am afraid we have yet to grasp the enormity of the situation.
