28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

LOL! As a matter of fact I have been there. A C-130 can come in off the lake and drop its payload right in front of the Super Dome. Here I used the google Satellite map... Check it out

Yes...the city directed people there and didnt tell FEMA. And if they were all inside until the waters receded today, how would crews see them?

But of course, NBC did their best to spin the situation. There was one clip of guys looting food out of the Convention Ctr kitchens, I think they were Snapples.

It used to be a nice building....have been there before.

Here's a photo of a water drop off today near their building. What struck me when I looked at it was the little yellow free newspaper box in the left of the photo. Still full of catalogs of homes for sale. Homes that probably don't exist or are underwater. It really hit me.

When Bush first urged "no tolerance" for lawlessness, the DU thread announcing it filled up immediately with over 50 posts claiming he was calling out the KKK and waging war to destroy black America. There was not a single response which acknowledged that people were dying because these thugs were thwarting the rescue efforts.

In any case, rather than return fire, it looks like many of the cops just, uh, reconsidered their commitment to public service.

The Japanese response to disaster was plain weird after the Kobe earthquake. All the ganjin followed pre-existing instructions and evacuated to pre-arranged shelters and assembly points. Few if any Japanese did. Instead they stayed in place, which included damaged and dangerously buckling apartment complexes, until the police came and ordered them to evacuate.

And shoddy Japanese building standards were revealed. They ignore their building codes. This was attributed to bribery of building inspectors.

You are correct. A request for Nat'l guard troops to restore civil order must come from the governor (or their designate). Comm/con must remain civilian, under most circumstance (unless Gov&LtGov&president of state senate&state speaker of house are incapable). Even then, USCongress must make a temporary determination before DOD can asume comm/con.

The mayor is on the radio blaming everyone he can think of from the governor to the president. When asked what he needs he said, "...everything...".

He is showing no leadership, and has no detailed knowledge of how to handle the crisis. He has no plan. This guy is a joke.
