28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

With so much of our attention and emergency resources focussed on NO and elswhere in Katrina's wake, I keep having the scary thought that if AQ has anything in place to hit us with, now would be an ideal (for them) time to do it.

It is more out of a social structure and sense of social obligation (allegiance to the GROUP for the greater, larger good), that allows the Japanese in general, with a few minor exceptions, to sublimate personal issues, wants and desire and impatience, and be more 'other' centered. There is little mentality of 'entitlement'. Thus, they have a much much longer shelf life of patience in these kinds of disastrous things, and generally don't come unglued like we are seeing in New Orleans. It is not so much Buddhist or Shinto temperment, as it is 'Japanese village culture' (shudan dotoku) of not being self-centered and selfish, but rather, self-reliant, cooperative, respectful of authority and it's orders, and full of pride, obligation, brave in the face of discomfort and pain, sense of 'face', loyalty and honor (and shame at the risk of ostracism, if one decides to do wrong).

Is this the culture that allows Japanese to bury Chinese up to thier heads and run them over with tanks, march US troops to thier death, commit suicide at the highest rate in the world, or the culture that makes largest and most voracious market for prostitution in Asia? Just curious...

Assuming that some of these pets live till a later time which is likely. Any pet seperating from its owner should have a tag put on it with the owners name and claim number. At a later time The pets can be rounded up and returned to any owner that claims them.

Louisiana SPCA offered this to the population, and then managed to move 260 animals to Houston before Katrina hit.

More communication of this, with strong emphasis, and some time spent convincing people of this, may have led more to seek shelter rather than die in their attics. It's a big issue, I think, for those who stayed in their homes. Think of the manpower that could have been saved for other things if more people had been willing to let others care for their pets.

Think of the difference for that child, if he had been told his dog would be cared for and there for him to have back later.

Louisiana Governor Kathleen Blanco said the 300 troopers from the Arkansas National Guard had been authorised to open fire on "hoodlums" who have been terrorising the flooded city in the wake of Hurricane Katrina.
