Democrats searching for a way to blame President Bush for Hurricane Katrina are circulating a report that claims the Bush tax cuts and the Iraq war drained funding from New Orleans flood-control projects.
A report Wednesday on Editor & Publisher's web site charged that the Army Corps of Engineers was unable to complete several projects to reinforce the levees around New Orleans because federal funding was cut back.
"The Corps never tried to hide the fact that the spending pressures of the war in Iraq, as well as homeland security -- coming at the same time as federal tax cuts -- was the reason for the strain," E & P claimed, as the Big Easy sunk further beneath Katrina's floodwaters. A top advisor to 2008 presidential candidate Hillary Clinton wasted no time seizing on the report.
"The Bush administration cut New Orleans flood control funding by 44 percent to pay for the Iraq war," claimed Mrs. Clinton's former White House media strategist, Sidney Blumenthal.
Writing in Der Speigel, Blumenthal complained:
"A year ago the U.S. Army Corps of Engineers proposed to study how New Orleans could be protected from a catastrophic hurricane, but the Bush administration ordered that the research not be undertaken."
Before Wednesday was over, other Democrats had begun echoing the same theme.
"As these facts get out, and the American people learn that decisions were made not to fund improvements of the levees because of Iraq, they will not be happy," Washington-based Democratic consultant Chris Kofinis told the Associated Press.
Sen. Frank Lautenberg complained to the AP that the White House should have had troops and supplies on the ground in New Orleans on Monday. "President Bush's wake-up call came awfully late," he groused.
The Democrat mainstream are vulturine opportunists of the *worst* kind. They're nothing less than sociopathic, devoid of genuine empathy and compassion.
I believe he was rebuffed and told to go away until it was so far past desperate that the local "leadership" gave in to his request to send help.
IF this is true and this story gets legs, this is real bad news.

You think that's bad ........... I had a customer tell me yesterday that Bush and the government have the technology to "guide" storms to wherever they want them to go..... and that is how he hit New Orleans and increased the gas prices.
They would blame him for the black death if they could. Theyneed to give it a rest.

Any study results would take 5 to 10 years before a design is completed and the RATS in congress approve construction funding. The RATS do not have a decent bone in their bodies. Are you buddies with Doug Stephan (I hope not!) I listen to him every morning...I do NOT know why! To get my blood pressure soaring?!? Anyway, he has been railing on the oil companies, Bush, and all things conservative lately...without ever mentioning how the Kennedys et al are the liberal environmentalists who refuse to allow energy development in the northeast.

To emphasize the correctness in saying that politics will make big decisions like this, recall this HISTORICAL FACT!
In 1998, the DoD and the US Army Corps of Engineers drafted a document detailing the fact that New Orleans was protected by levees which were designed to protect N.O. from a LEVEL 3 hurricane. These groups wanted to go into N.O. and assess what needed to be done to improve the levees to at least withstand a LEVEL 4 OR 5 hurricane.
This serious request and supporting information was deemed highly necessary to protect N.O. and was presented in full to the President of the United States for approval of this critical project.
THE REQUEST WAS DENIED BY WILLIAM JEFFERSON CLINTON. For those interested in the details, they are available in the FEDERAL REGISTER as a matter of permanent record.
So, how many more deaths do we attribute to this horrid excuse for a criminal, negligent, incompetent excuse for a human being ???
In summary, politics in critical situations, usually costs lives, it always has.
One day, those of us with intelligence are going to realize that we can no longer live with child-minded adults who whine and blame and act out and produce nothing. We can not continue to carry them along.
Wow! That article describes the current situation in N.O. to a tee! A disater waiting to happen.

In spite of that, the federal government came back this spring with the steepest reduction in hurricane and flood-control funding for New Orleans in history. Because of the proposed cuts, the Corps office there imposed a hiring freeze. Officials said that money targeted for the SELA project -- $10.4 million, down from $36.5 million -- was not enough to start any new jobs.
There was, at the same time, a growing recognition that more research was needed to see what New Orleans must do to protect itself from a Category 4 or 5 hurricane. But once again, the money was not there. As the Times-Picayune reported last Sept. 22:
That second study would take about four years to complete and would cost about $4 million..."
