Having been in the National Guard and being close to a number of police officers (including my brother) I can guess what orders were (or soon will be) issued - Use the minimum force necessary to protect yourselves and innocent citizens. Of course, everyone understands that means the same as "shoot looters on sight" but we are not allowed to actually SAY that.
Personally, I am a traditionalist. Tall tree, short rope, problem solved...

Not urban legend. In addition, FoxNews just had a "breaking news" story that two suspects fired AK-47 style guns into a police precinct. A gun battle began. Suspects then fled into the French Quarter and were not apprehended. No police officers were injured in that case.
Mass stories of looting, now shootings of police officers trying to keep order....
Let's just let the river/lake/ocean have New Orleans.
Just saw an interview on FoxNews with a couple who were regretting not heeding the evacuation orders. I just can't feel much sympathy. They made a CHOICE.
I am convinced that looters should be shot on site. The Governor of LA has plublicly made the statement that ANYONE not part of the National Guard/ Law Enforcement/etc. Should get OUT OF New Orleans NOW. Also heard a statement yesterday that all looters would be handled harshly - yeah, right. Order in New Orleans... dream on even in the best of conditions.
Obviously. The ones on rooftops are in subdivisions of single family homes,at least that is the case in the videos I've seen. The looters are in the business district and probably are apartment dwellers who had no money and no way out of town.
Of course, this does not excuse their behavior. But if you don't own anything yourself, perhaps you don't have scruples against stealing waht you want. I read reports earlier about people smashing the windows and removing burglar bars on Canal Street and looting jewelry stores.

If I was in the city and had no way out - I would loot water and food and gas if I could get it. I would only loot because no store is open. This is some extreme ugliness
