Ok this clarifys it a little this is not as desperate as I thought it was. This is referring to the canal that goes to lake that the actual levee on the lake itself. Still bad but not devasting and uncontrollable as a breach on the lake itself
How so? If it is connected to the lake, without a gate, it will keep filling the city until the floodwaters reach the level of the lake.
