Especially since it isn't necessary to "steal" the medicine at all. Leave an IOU. Pay for the stupid medicine later when the pharmacist has his business up and running again.
Yes, of course. I put "steal" in quotes for a reason. One would be morally obligated to make restitution at a later time, as I noted in one of my first posts here.

General question for the forum: Are citizens allowed to terminate looters on the spot, in the state of Louisiana, if that were to be the general order out by the Governor to LEO, but no LEO were on site of said disorder and looting, and yet there were at least two, armed, responsible citizen witnesses to the looting?

Biloxi Sun Herald survives hurricane
Storm surge did not reach building
At 3 p.m., Biloxi Sun Herald Operations Director Marlene Kler reported, The worst is over. Water didn't get anywhere near the building. The plant is located less than a mile from the Gulf of Mexico.
The building is without power and phone service, and cell phone service is out.
She said, We have many, many leaks, however. No power, and the roof blew off the generator switch. When the rain subsides we'll try to get it started. No phones, no cell service. I'm sending this while UPS (uninterruptible power source) is still up. We lost a vent in the print storage area, but I think we can salvage most of the newsprint. Being in the building and draping plastic, using wastebuckets, etc., I think saved a lot of damage.
Publisher Ricky Mathews said his family was safe and his home survived, but a neighbors home did not. (Phone service gave out at that point, so no details.)
Earlier, several newsroom staffers went to the Columbus (Ga.) Ledger-Enquirer, where The Sun Herald will be printed.
Knight Ridder Asst. Vice President News Bryan Monroe and a team of journalists from The Charlotte Observer, Columbus Ledger-Enquirer, The (Macon, Ga.) Telegraph and the San Jose Mercury News are in Montgomery, Ala., ready to move in to help. They are also rounding up generators and chainsaws.

Then howcome in Dallas you cannot build on a flood plain? Should those people also be entitled to build there and expect the taxpayer to pay for all flood damage?
thats right and they don't cover earthquakes either so be sure not to smoke near a broken gas line (by flood or quake) as the house may catch fire which is covered by insurance...
Frankly, I never understand that carping.
We are a "commnity" here, with each of us taking on different "parts," if you will; some of us are researchers, some of us put facts together, some of us speak from personal experience, some of us are just observers, but together we piece it together, move it along, consume it, whatever you want to call it.
We may beat the snot out of each other on other threads, but on these threads, for the most part, we are joined in a common goal -- information and -- just my opinion - camaraderie.
The live threads are the best part of FR, IMO. We never fail to rise to the occasion.
CNN reported earlier about a grocery store being looted....said there were whole families, kids and all, bringing out grocery carts full of whatever they could steal. As far as I know, the reporters didn't take any pics. He just was describing how the parking lot was full of people stealing from the store.....

I pointed my mossberg at some looters after the Northridge earthquake...they took off pretty quick, but we were on private property and boarding up our windows....

Then again, maybe it was caused by warm air rising off of water, and the subsequent low pressure being filled in from all directions by equally warm, moist air that creates a self-sustaining vortex.

only if you have federal flood insurance. we have it where we live, its gotten more expensive in recent years.
its always been a controversial point - should the government provide this help to people who don't have the insurance? because if they did, alot of people would just cancel their policies and simply say "well, they paid off those people who didn't have it anyway, why should we pay for the policy".
Just wondering..if you go out in the Gulf in a powerboat..and manage to tie onto an oil platform that broke loose, and is floating by..if there's NO one aboard, can you make a salvage claim...?

Hurricane Katrina brought catastrophic damage from the Coast to Hattiesburg. Gulfport Fire Chief Pat Sullivan said downtown buildings were "imploding" or collapsing, particularly in the 19th street area.
Coastwide there were reports of homes and buildings knocked off their foundations by storm surges as high as 28 feet.
As of Monday afternoon, no fatalities had been reported in Mississippi, but even emergency communications were sporadic at best. Harrison County Civil Defense's command post lost power and communications early Monday, and emergency operations centers in Hancock and Jackson counties had to be evacuated and moved to higher ground.
There were numerous reports of people stranded in attics or on roofs as the tidal surge and floowaters rose. At times, emergency crews were unable to go out in the heavy winds. Hospitals in the three Coast counties reported damage and problems in operations. Memorial Hospital at Gulfport reported major damage.
The first floor of the Armed Forces Retirement Home in Gulfport was flooded Monday morning and workers scrambled to move medicine and equipment to higher floors. There were reports of boats blown north of U.S. 90 in Gulfport.
Numerous tornadoes were reported across South Mississippi. Beau Rivage reportedly has water up to its second floor. There was no word from the other casinos.
Gov. Haley Barbour urged people to stay put during heavy winds and flooding, and until emergency officials give the all clear.
"This is not a small storm, we have catastrophic damage on all levels." he said. "Don't go running out into flood zones and getting bitten by snakes or wading through floodwaters that might be covering utility lines. Use good judgement in the aftermath." Barbour said search and rescue operations are the first priority as Katrina subsides. Barbour and other officials had a harsh warning for those thinking of looting. "I've urged the highway patrol and national guard to treat looters ruthlessly," Barbour said, "The rules of engagement will be as ruthless as the law allows."
