Muslim groups and human rights organisations have criticised a new plan by the British government to crack down on Islamist extremists in the wake of the London terrorist attacks.
Home Secretary Charles Clarke announced a string of "unacceptable behaviours" and said he would use his powers to deport and exclude foreigners engaging in any of the activities listed.
Leading Muslim groups and human rights bodies called the list vague and alarming.
They also said a wide-reaching crackdown on Islamic extremism by the government in recent weeks had left deportees open to torture abroad.
Prime Minister Tony Blair's government has unveiled a series of measures and proposed laws following the July 7 suicide bombings, which left 56 people dead, and the failed attacks on July 21.
A spokesman for the Muslim Council of Britain (MCB), the country's largest Muslim umbrella group, said it feared Mr Clarke's list lacked clarity.
Inayat Bunglawala said supporters of Nelson Mandela would have been affected by the plan if it had been in place 20 years ago when the former South African president led an armed anti-government faction.
"These rules, therefore, have the very real potential of harming those engaged in legitimate struggles against oppression and human rights abuses," said Mr Bunglawala.
"We are especially concerned that senior Islamic scholars will be barred from the UK purely on the basis of media witch-hunts orchestrated by pro-Israeli elements," he said.
London Mayor Ken Livingstone had similar fears.
"I remain concerned that some of these definitions are sufficiently vague that they could have led to Nelson Mandela, (late Palestinian leader) Yasser Arafat or anyone supporting them being banned," he said in a statement.
Mr Livingstone, however, supported a hardline stance on those who promote and support terrorist attacks such as the July 7 carnage.
The London-based Islamic Human Rights Commission said it was "alarmed" by the list and warned the grounds for deportation were tantamount to "criminalisation of thought, conscience and belief".
Human rights groups are fearful about the Government's desire to deport hardline Islamists to countries where they may face torture or even execution.
Britain is compiling bilateral accords with mainly Arab countries - Jordan was the first to sign - to deport undesirables from one nation to the other without fear of torture.
"Today's announcement fails to answer the fundamental question: will the government's deportation plans result in suspects being sent to countries with a known record of torture?" said James Welch, legal director of civil liberties and human rights watchdog Liberty.
"What has always separated us from the terrorists is that we do not torture people or send them to be tortured. That is the standard we need to maintain," he said.
Mr Clarke has insisted the accords would guarantee deportees' rights.

Whoops! He said it...Nelson Mandela was a terrorist!
Being charitable, Mandela didn't blow up trains and planes in London and NY.
That's because he was behind bars. Given half a chance...
To Mr Bunglawala: too bad mate. You sympathized with the enemy against your country. Her Majesty's Government is not obligated to keep you in the country.

Just don't deport them, deport them to somewhere where they can't come back. I know of a great place near Guantanamo Cuba that I would recommend.

Methinks you will. Think of Britain and Australia as testing the water, setting the example. Many muslims in Australia will leave of their own accord...the clerics are terrified their followers will become westernized...
