BISBEE - Following on the heels of Gov. Janet Napolitano's Aug. 15 declaration of a border emergency, the Cochise County Board of Supervisors on Tuesday morning took similar action.
The "Declaration of Local Emergency to Address Illegal Immigrant Impacts in Cochise County" says " an emergency exists as a result of illegal immigration and its resulting impacts, which endanger life or property."
The resolution asks the state to provide personnel, equipment and "fiscal assistance" to the county as needed, and calls upon the governor to do "everything within her power and authority to convince the federal government to assume full responsibility, including fiscal responsibility, to resolve this crisis."
The impact of illegal immigration has shown up in several ways in the county, including an increase in criminal activity that affects law enforcement, the court system, the county jail population and requests for medical assistance.
State statute authorizes the board of supervisors to declare a local emergency. By declaring a local emergency, separate from the governor's declaration, the board can call direct attention to the county's need for state assistance in both money and resources.
"The county is grateful that the governor is doing everything within her power on our behalf," said board Chairman Pat Call in a prepared statement afterward. "However, we have to continue to convince the federal government that we are, and have been, in a crisis down here. Our county resources are stretched to the breaking point and we can't wait for the one-size fits all long-term solution."
According to procedure for requesting emergency funding, the county would usually have to declare its own state of emergency in order to receive any state assistance.
Declaring support would not have precluded the county from receiving money, but declaring a local emergency puts more emphasis on the county's specific needs.
"We are at ground zero for undocumented immigration into this country," said board Vice Chairman Paul Newman. "This emergency declaration is a clarion call to the federal government to assist our county's economic and emotional burdens. There is no easy legislative fix to this complex problem. In the meantime, this declaration should put us in good stead to receive much-needed federal and state reimbursement for our overtaxed criminal justice and health-care systems."
No sunset date has been included in the resolution. The board of supervisors has the authority to evoke emergency powers if necessary and to declare when the state of emergency has lifted.
District 3 Supervisor Richard Searle summed up the necessity of declaring a local state of emergency above and beyond supporting the governor's declaration.
"A resolution of support doesn't go far enough in reminding those in Washington that we have an emergency in Cochise County," he said. "We've been dealing with this crisis for so long we are almost numb to it."
Officials from Cochise, Pima and Santa Cruz counties are scheduled to meet with representatives from the governor's office at 8:30 a.m. today at the Windemere Hotel and Conference Center.

Dallas paper had story on em Wednesday where they bragged about evading the BP etc .....
Also another story from Dallas paper that would seem applicable to cities and feds allowing or ignoring criminal acts (like illegally crossing the border)....aka they are after business owners for not stopping crime on their premises. Some such as car washes etc are places where criminal transactions take place and the City of Dallas is punishing the property owners.
One man asked if he could file suit against the city for not controlling crime then if that was the gist of their law........Dallas Nuisance Law is the name for this issue....... A link below but is a subscription deal and I won't sign up, sorry.....

Hopefully Guv Arnold will follow suit in California. San Diego County is invaded, and maybe this will lead the way for the supervisors to speak up. Most of the Los Angeles County supervisors will probably ignore it, because they prefer L.A. as it is, a "sanctuary city" for illegal aliens.

The man who made that statement, Cochise County Supervisor from Bisbee, Paul Newman, is a drunken jerk Democrat who is all in favor of "undocumented immigration".
Obviously the Dims have all agreed on a strategy to take the issue from the Stupid Party. Declare an Emergency, blame the Feds (they deserve it, actually!), demand cash, and portray yourself as a "concerned American" - while continuing to pander to the Reconquista gangsters.
You are grasping straws if you think that this action in Cochise county or the action of the govs of AZ-NM has anything to do with immigration reform or that this action indicates these people are moving to the right. You are also grasping straws if you think the democratic party or Hillary is moving to the right.
The facts:
Dems and Pubs of the border states are unified in trying to get the feds to re-imburse the border states for these costs. The problem is that members of Congress from non-border ststes refuse to appropriate the money.
As governer, Bush was very strident in trying to get the feds to re-imburse. As Prez, his 02-05 budget requests included money for re-imbursement, but congress wouldn't appropriate. His 06 budget dropped this only because he is trying to minimize the projected deficit. Within the last 2-3 months, Bush administatively moved to release un-tapped Medicaid money to re-imburse the states on medical costs. Of course, Bush was criticized for this by most everyone at FR. I have no doubt that you were one of the most strident complainers.
Currently, Kyl of AZ plus Cornyn and Hutchinson of Texas(republicans) are the leaders in trying to get Congress to appropriate, but all dems and pubs fom the border states are unified on this issue.
What result did you expect from allowing total lawlessness?

Border Patrol agents are being fired upon on a regular basis. Why shouldn't they be in a country whose government mocks and betrays their efforts?

You need to go back to sleep, kid. The point is not that the states are trying to get the money - everyone knows they've been trying to do that for about 20 years now.
The point is that using the phrase "state of emergency" is a way to attract attention and appear to position yourself to the right of where you actually are.
And it appears that it is working for them. "Perception is Reality" - common knowledge in sales. And that's what this gig is: a sales gimmick.

But that's only part of it. The Democrats are feeding on the anger and fear in the country, and believe it is a good time to bring on the guest worker legislation. Unfortunately, the guest worker legislation is a fast tract to go through the back door, and achieve citizenship for the ten million Mexicans who are here.
Both parties want them to be given citizenship, however they are both a little leery of backing it outright. If they can snooker the American people into believing we are going to get control of our borders through guest worker programs, all the better for them. What we are going to get, in fact, is citizenship for illegals in time to put Hillary in office.
