DUMAGUETE CITYThe Philippine National Police is looking into the possibility of stamping out the marijuana problem by replacing marijuana plantations with another addictive but equally lucrative substancecoffee.
PNP Deputy Director General Ricardo de Leon, commander of the anti-illegal drug operations task force, said they are studying what coffee varieties would grow in areas formerly planted to marijuana.
Marijuana is so toxic that after the soil is planted to it, no other crop can grow there, De Leon told reporters Friday while on a visit to this city and Negros Oriental, where he was provincial commander of the defunct Philippine Constabulary-Integrated National Police (PC/INP) from 1988 to 1990.
He said the idea of planting coffee in erstwhile marijuana plantations was hatched during a meeting of anti-drug advocates at the Cordillera Autonomous Region recently.
The Philippines is exporting barako (Batangas) coffee to Arab countries, which have grown to love Philippine coffee, he said.
Recent anti-drug operations have revealed that marijuana use is again on the rise because of the scarcity of shabu (methamphetamine hydrochloride).
He made the comment after Councilor Noel de Jesus, who is also a doctor accredited with the Dangerous Drugs Board, proposed the legalization of marijuana in order to unload the police of the burden of running after marijuana users.
De Jesus cited an increasing trend among advanced countries to decriminalize the use and cultivation of marijuana because of its medicinal and therapeutic value.
De Leon, however, contended that decriminalizing the cultivation or use of marijuana would create more problems. He noted studies that show that marijuana users tend to graduate to higher drugs, like shabu.
I am happy that the law does not allow us the cultivation or use of marijuana, he said.
De Leon also frowned on suggestions to stop the use of shabu by mixing it with poison and selling them in the market to drug users.
That will not be fair to drug users because some users are victims. Some users do not even want to take drugs but do so without knowing it, he said.
The PNP recently launched its new anti-drug program called the Pamilya Ko Ayaw sa Droga (My family does not want drugs), which also hopes to strengthen family ties.
Families, De Leon said, should impose their own curfew at home so that parents could monitor their children and keep them away from harmful drugs.
I'll bet money that the asshalf drug szar we got in office now will propose this very thing in a few months and probably get the authority to do it from the patriot act.

Marijuana is one of those plants that fixes nitrogen in the soil. It is actually good for other crops.

Ah, I hate to break their bubble, but Coffee is not Addicting, and neither is Marijuana.

This guy (de Jesus) could be a user too... so how could the government control the excessive use of this stuff if in case legalized? IMO.. its best for Philippine government to keep this thing illegal..
On a side note, there was a recent article about nitrogen fixing in the oceans and global warming.
Like heck it is. Hemp type plants contain no nitrogen nodes. Plants like alphalfa do. Hemp type plants deplete the soil because they grow rapidly and drop alot of seed at harvest which acidify the soil, much like how fur tree's acidify the soil around them. Hemp farmers have to use alot of phosporous ferilizer in the rotation crop that follows the hemp crop, otherwize nothing will grow.
As far as poisoning methamphetamine, it already IS poison, and if people are stupid enough to take it don't expect anyone to feel sorry for them if they die. I'm concerned that they take others with them.
It wouldn't bother me a bit if the "drug czar" added more poison to it and fed it to loosers who take it and make it.
Word would get around and hopefully save others from destroying their minds and lives.

Well groomed plants do not have trash. But I will research the soil depletion idea. Just because I've always heard one thing doesn't make it right.
Of course they produce trash. And I doubt anyone growing 40 acres of pot is going to be Mr. neat and tidy and 'groom' all the plants and haul the clippings away, nor pick up all the litter , stalk (trash) at harvest either.
No one needs pot. No one needs to be stoned either. It's not good for you, and no argument will make it good for you. It does screw up your head, you just don't realize it because you try justify being stoned and goofy.
How do I prove this? Simple. Sit with a group of stoned idiots for ten mins.
Another task which proves it screws up your thought process is a simple jigsaw puzzle. spreand out one designed for a six year old and watch how long ten stoned adults take to put it together. They will probably need to smoke 5 joints to complete the task in under 5 hours.
