PHOENIX - Arizonans who show up at the polls without some form of acceptable identification will be denied a ballot, perhaps as soon as local elections this November.
On Friday, Secretary of State Jan Brewer revealed her proposal for procedures election workers will have to follow to determine who gets to vote. Brewer said the plan complies with the requirement of Proposition 200, approved by voters in November, which mandates ID both to register and vote.
"Voters who produce no ID will not be provided a ballot and will be instructed to return with an appropriate identification," Brewer said.
Her plan spells out which forms of ID are acceptable.
It also details whether someone gets a regular ballot or a provisional one. The latter is equally valid - but only if separately determined later to come from someone entitled to vote.
Attorney General Terry Goddard said that is a more cumbersome procedure that will slow up the process and possibly discourage people from voting. And Goddard, who did not get a copy of Brewer's proposal until Friday, said he needs to review it before he gives his legally required approval.
But Brewer said her plan complies with a verbal agreement she reached with Goddard more than a month ago. And Rep. Russell Pearce, R-Mesa, who helped craft Proposition 200, said if Goddard does not approve this plan, he and other supporters of the initiative will sue.
State law requires any change in voting procedure proposed by the secretary of state to be approved by not only Goddard, but also the governor. And Brewer is entitled to propose something on her own.
But Goddard, a Democrat, said Brewer, a Republican, seems more interested in confrontation than cooperation.
Brewer, however, said it is Goddard who is not cooperating with voters who approved Proposition 200. "It is not our job as elected officials to second guess the will of the people," she said.
One form of photo ID would be enough to get a ballot - provided it is on the official list.

Prop 200 Ping.
That's the way it ought to be.
Let's see. They drive to the polling place but don't/can't shoe ID? Sounds like fraud to me.
Oh, so they took public transportation because they have no driver's license. How about the EBT card? I wonder if that will work?
In our state you just walk up, state a name (any name on the roles) and they hand you a voting ballot. The only problem would be if that name voted early (one stop voting) or got to the polling place before you.
Thats why I go real early. I would hate to show up and find out that I had just voted.
lol! I'm always afraid of that too. I walk to the polls but I always bring my driver's license. We'll see if this Fall they ask me for it (I'm in AZ).
Heh heh heh!
Maybe I'm just ignorant. How is a utility bill a form of identification?
Who could ever guess that the obstructionist, Goddard, is a Donk? Whatdayaknow...
Prop 200 won by 11%. It was not even close. If the Donks want to marry themselves to the losing side of a 55.5-44.5% split, I say we let them...
all you need is a freaking utility bill to vote !?!
what is WRONG with this country.
I own over 20 rental properties.... I guess I can vote 20 times.
In my experience, the voting line only moves as fast as the actual in-the-booth voting process. They could add another minute or two to the checking-in process without affecting the speed of the line. Not that showing ID would take more than 10 seconds.
Good grief it is sofreaking simple, you shouldn't be able to vote unless you present a valid voter registration card.
You shouldn't be able to get a valid voter registration card without proving:
1. Your US citizenship
2. Your primary place of residency
What is so freaking tuff about that!
Man this ticks me off.
ANYONE can have a freaking utility bill !!!! A utility bill DOESN"T constitute a right to vote!!!!!
What is with these people.
good
Well hello! How about trying to open a checking account or cash a check, board an airplane, charge anything, and the list goes on, without producing a photo ID. Fraud is the answer Democrats don't want photo ID's required for voting. It would cut into their "loser margins."
Sounds like a really good idea to me
Well, you have to be on list of registered voters too
why not PASSPORT?
I you are too lazy, too stupid to get a proper ID then you shouldn't be allowed to vote
I noticed items on the list that were not photo IDs. That's crazy. In Georgia, we just enacted a law that says photo IDs only for voting. Of course, the looney left is up in arms.
