Start with the 80-year-old white WWII veterans - those guys have shifty eyes, and you never know when they might gang up and pull a stunt like this just to make the sensitive, multicultural police force look bad. ;)

The solution is "jack hanging." That would help. Arming the ladies with lightweight Taurus or S&W .357s would also help. A few of those guys get their "Jacks" shot off would certainly "encourage" the others to find other forms of recreation.

Very simple soution to this problem ! ! ! Lady Smith J-frame revolvers loaded with five round of 357 magnum 125 grain jacketed hollow points. After the first dozen or rapists so were piled up in the street the problem would magically go away.

The consequence of having these kinds of people being allowed to enter the country without proper background check.
If we try to weigh it or compare this thing with terrorist attack, i think rape is more truamatic to any woman than being bombed by a terrorist... though both cases are bad.
