Salmon Pak didn't make it into the final report, although it was in a staff report in December 2003.
I don't think there was mention of Gore's Commission that declared cockpit doors should be secured to prevent hijacking and taking over the plane, but then the Clinton administration backed down when the airlines balked and Tom Daschle's wife (lobbyist) worked on him.

There is no reason, other than cya, as to why pre-9/11 information concerning the hijackers did not make it into the report of the commission.
The dems were actually very skilled in carrying out the true purpose of the Commission --which apparently was to obscure the fact that the clintonistas were in possession of ample information in advance of the plot, but the innate nature of the America-hating, criminal-loving left-wing dimocrats prevented any semblance of effective law enforcement in the matter.
