"As their bodies were being removed from the wreckage last year, 10 Islamic men knelt nearby and raised and lowered their arms in prayer." That quote is from an article I found on this subject. My hunch is that potential investors or just bin Laden himself wanted a small demonstration of the seriousness of the terror cell. This demonstration would also serve to bring trust and loyalty amongst the cell members.

I think my hunch, that this was simply a demonstration to prove the cell's seriousness to potential investors, was correct after just learning "The 9/11/01 terrorists received $100,000 wire transfer to Florida one week after (9/11/00)" They will have video of the ten Muslims who were praying as the bodies were removed, I suspect we would recognize these ten. Very interesting. Your theory that this could have been a loyalty test is quite plausible. A video of the ten men mourning would be the perfect way to telegraph both the completion of the test--and the successful assembly of the players--without raising suspicion if it were intercepted.

Both the Bukhari and Boromei families are suing the Federal Aviation Administration for wrongful death, alleging air traffic controllers negligently allowed their planes to collide.
Might have been a money-raising scam in itself! Lots of low-risk petty fraud schemes are used to finance terrorists while they train or to transfer to the "organzation" - PIJ, Hizzbollah, whatever. Maybe Bukhari wasn't much of a student or maybe was eager for his 72 raisins. Just a thought.
