Might have been a money-raising scam in itself! Lots of low-risk petty fraud schemes are used to finance terrorists while they train or to transfer to the "organzation" - PIJ, Hizzbollah, whatever. Maybe Bukhari wasn't much of a student or maybe was eager for his 72 raisins. Just a thought.

Possible, but that forethought is more than I would give these people credit for. I would guess the lawyers fell into their lap with this.
