I think Mr. Steyn is referring to Canada.

America has some of the same problems in regards to multiculturalism, but Canada has adopted it as federal policy.

IMO, America is ahead of Canada on this issue.

After years of defining Canada as what it is not, many Canadians are in a state of alarm about their ability to build a future as one nation.

That sounds plausible. I guess the shoe bomber could have been a bluff also. The confounding thing about that theory is that these people will have to spend the rest of their days in prison and that would seem to be less preferable, from their perspective, than being a martyr.

Steyn is correct. These guys aren't masterminds, they're bumbling oafs with weapons. In any sane society they'd be taken off the streets.
