Who were the benefits allocated to? We fill out forms that tell where we want the money to go, if we die while on duty. If she was active duty she and she was in the AOR she should have filled out her form and a will.
My brother had to fill out paperwork naming a beneficiary during the Gulf War so this makes me wonder.
Apparently he has a little bit of a conscience, give him $5000 (out of $274,000 if I remember correctly), it will start him on a good life and it's more than he deserves and he knows it.

No, this isn't like WWII, it is a relatively new (2004) death benefit for American soldiers and marines killed in the line of duty in Iraq. It says so in the body of the article. The mother is investigating the intent of this new law.

I'm no expert but I know the military keeps pestering the troops to keep the individuals paperwork updated.

The family finds out the paperwork is messed up after the soldier is killed. Then it's the military's fault.
The soldier gets to decide where most of their 'benefits' go .... if she decided on her father then so be it. If the 'benefits' are other state and federal entitlements then you are correct.
I find it hard to believe as well, but it's a legit story. Had both the mom and sperm donor on tv. The mom is really mad, and I don't think it's because she isn't going to get his half.

That could be, but it also could be Illinois law. They had to track him down in jail in Mt. Pleasant, IA to notify him. Maybe more facts will come out.
