When I worked the road, myself and many of my fellow officers expected everyone was carrying. If you were a law-abiding citizen and I was not arresting you or searching for drugs etc... ( with your consent, a warrant, or probable cause ) I did not care.
FUrthermore, I told every womam I knew I'd carry one if I were you, but that is in Texas.
One guy reported in my hand gun class that he was told to open his trunk and instructed not to take the gun out until the officer drove away. He said the officer told him there was no way he was going to hand him a loaded gun, right after he gave him a ticket:') In answer to your post we do the same thing in health care. We approach all treatments as if everyone might be "carrying" (standard precautions).
One day at a bus stop in a small town, he grabbed a kid and pulled a .25 automatic out of the kids back pocket.
In North Carolina the gun laws were really strict. I later asked him what he did with the kid. He said he was a college student on his way home. He unloaded the gun and gave it back to him and told him to put it in his bags.
There are plenty of cops tho who would have tried to ruin the kids life permanently for exercising his constitutional rights.
