I could guess that it's Benon Sevan, since he
resigned, making him an ex.

Or more likely this official was sacrificed because Bolton is now on board. Throwing out a pretty high official to protect the very high one. Friendship only goes so far. But Bolton is probably the catalyst, as you say.
