The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

FORUM 18 REPORTER DETAINED AT TASHKENT AIRPORT IN UZBEKISTAN

UZBEKISTAN (ANS) -- A reporter for an international news service was detained by Uzbek authorities upon his arrival at Tashkent Airport.

Uzbekistan is located in Central Asia, north of Afghanistan (www.cia.gov/cia/publications/factbook/geos/uz.html).

Igor Rotar, Forum 18's Central Asia Correspondent, has been held by Uzbek authorities, who, Forum 18 reported, are not allowing him to contact anyone. Rotar was also initially asked, the news service reported, to buy his own deportation ticket.

An observer who Forum 18 said saw Rotar from a distance about two hours after he was initially detained, described him as being at that time, physically unhurt but nonetheless shaken and disturbed.

The Uzbek authorities are refusing to make any comment on the detention, but Forum 18reported that reliable sources have indicated detention was ordered “for political reasons at the highest levels.” It was reportedly carried out by the country’s Immigration Service and Border Guards, on the instructions of the National Security Service secret police.

The Organization for Security and Co-operation in Europe and other international diplomats are following Rotar's detention closely, Forum 18 reported. He is a Russian citizen and the Russian Embassy in Tashkent is aware of the case.

Forum 18 reported that the Uzbek authorities have been attempting to stifle independent media outlets, demonstrated by their “harassment” of the Western non-governmental organization “Internews” (www.internews.org/articles/2005/20050809_eurasianet_uzbek.htm).

According to Forum 18, “Igor Rotar has earned widespread praise for his consistently informed reporting of the religious freedom situation in Uzbekistan.”

"Are There Enough First Responders?"

ARTICLE SNIPPET: "America's first line of defense in any terrorist attack is the "first responder" community -- local police, firefighters, and emergency medical professionals. Properly trained and equipped first responders have the greatest potential to save lives and limit casualties after a terrorist attack. Currently, capabilities for responding to a terrorist attack vary widely across the country. Many areas have little or no capability to respond to terrorist attack using weapons of mass destruction. Even the best prepared states and localities do not possess adequate resources to respond to the full range of terrorist threats we face.

There are over 1 million firefighters in the United States, of which approximately 750,000 are volunteers. Local police departments have an estimated 556,000 full-time employees including about 436,000 sworn enforcement personnel. Sheriffs' offices reported about 291,000 full-time employees, including about 186,000 sworn personnel. There are over 155,000 nationally registered emergency medical technicians(EMT).

Terrorists can strike anytime, anywhere. Crop dusters, power generating plants, dams and reservoirs, crops, livestock, trains and highways are among the resources that could be targets. Homeland security in the heartland is just as important as homeland security in America's largest cities."

Re: first responders?

While I am no longer in the wrecker business, I still get professional publications, and wrecker operators have been bumped up into that category, with all the attendant hassles- traffic direction devices ( gnome hats & light bars ), training in containing spills, etc.

Although it was not mandated back when I was in the trade, I always had extra tools and equipment for first aid, firefighting, and forcing open wrecks.

There is probably a bigger group of "irregulars" like I belonged to, than you would suspect at first glance.
