The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Was Bomber's "New York" Shirt A Message?
Full Story

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

Osama Bin Yousaf important Qaeda operative: officials

By Mubasher Bukhari
9/8/05

LAHORE: Osama Bin Yousaf, arrested from Faisalabad on Sunday, is said to be an important Al Qaeda operative, a close aide of Abu Faraj Al Libby and Amjad Hussain Farooqi and was in contact with other Al Qaeda operatives in Pakistan and Europe, intelligence officials told Daily Times on Monday.

“Bin Yousaf confessed to being part of the Al Qaeda network and to have provided logistic support to militants,” officials added. His cell phone numbers were found in Al Libby’s telephone index after which American and Pakistani intelligence agencies put him on their watch list, intelligence officials said, adding that he was arrested after the Cellular Call Tracking System (CCTS) that was installed in several locations countrywide phone calls made by him to Italy, Germany and the UK. “He called someone in the UK on Thursday, called someone else in Italy on Friday and made two long phone calls to somebody in Germany on Saturday,” officials said.

He would put his cell phone off after making calls due to which intelligence agencies could not trace his exact location, officials added. However, the CCTS traced his location while he was calling overseas after which a team arrived in Faisalabad to hunt him down, they said. “He made a phone call to Peshawar on Sunday and was arrested after that. Law enforcement agents were onto him as soon as he finished his call,” officials added.

He told his interrogators that he went to Afghanistan in 1992 and got guerrilla training, officials said, adding that he was injured combating rivals in Afghanistan in 1993 and returned to Pakistan. He again went to Afghanistan in 1995 where he was introduced to Al Qaeda leaders, officials added. Maps of Italy, Germany, Pakistan and the UK, three credits cards, a computer, dozens of CDs, three grenades, two AK-47s and hundreds of bullets were seized from his possession, officials added.

Thanks flutters for that post.
Summarizing, apparently the backpack turned out to be harmless and the glue inside was giving off that unusual smell.

France warned to watch its Pakistani community
August 10, 2005

PARIS: The Central Directorate of General Information (DCRG) has warned that several hundred Pakistanis in France have terrorist links and recommended surveillance of the community, said French newspaper Le Figaro newspaper on Monday.

According to the newspaper, the report said that while most Pakistanis aspire to integrate into French society, several hundred “have chosen the path of terrorism and Salafism to express their hatred of the West.” An Interior Ministry official confirmed the existence of the report, but cautioned that it was “a very technical study on the Pakistani community in France.” He said it was not aimed at lecturing Britain on what might happen on its own soil.

The report quoted by Le Figaro said that people plotting an attack could count on the “support of jihadists within the large Pakistani community in Britain” and warned: “France is not immune from this kind of violent group.”

The DCRG report, a French intelligence service, said that radical Pakistani activists from southern Asia or Britain had visited France more frequently in recent years. It said that militant groups including Lashkar-e-Taiba had set up outposts in France. “Monitoring the Pakistani community is essential in preventing any violent act,” said the report.

The DCRG also warned that Britain was at risk from radicals within its Pakistani community, said Le Figaro, noting that the report was completed in late June, soon before London’s July 7 attacks.

Louis Caprioli, a former anti-terrorism officer with France’s DST counter-espionage agency, said the Pakistani community in France “in so far as it has elements practising Islamic fundamentalism, has always attracted the attention of intelligence services.” “That started in the 1990s, when it emerged that Pakistan was a transit point for jihad training in Afghanistan,” he said. agencies

I have family in Columbus. I hope they bury this guy under the prison if found guilty.

I've always thought and said they'd go after small town America if they really wanted to frighten people. Most of America is small town, and we who live there or in the country tend to feel safer because we're not in a "target" area.

I was at the pharmacy the other day and asked about purchasing decontamination powder. The pharmacist was a 20-something I'll never die type person. He was nice, and helpful but stated that we would never be hit or experience bio/chem or any other "big stuff". I just smiled and asked if talc would do to have in my supply. He said yes and I left. You know, though, where I live is in a moderate city, surrounded by army bases and symbolic targets. I really, truly think he was being a bit on the naive side. But then, when I was 20-something...........

(sigh)

Travel Warning
United States Department of State
Bureau of Consular Affairs
Washington, DC 20520

This information is current as of today, Tue Aug 09 2005 15:09:51 GMT-0700.

KENYA

July 01, 2005

This Travel Warning is being issued to remind American citizens to consider carefully the risks of travel to Kenya at this time due to ongoing safety and security concerns. This supersedes the Travel Warning of November 29, 2004.

The Department recommends that private American citizens in Kenya evaluate their personal security situation in light of continuing terrorist threats and the limited ability of the Kenyan authorities to detect and deter such acts. The U.S. Government continues to receive indications of terrorist threats in Kenya and elsewhere in eastern Africa aimed at U.S. and Western interests. Terrorist actions may include suicide operations, bombings, kidnappings, or attacks on civil aviation. U.S. citizens should be aware of the risk of indiscriminate attacks on civilian targets in public places including tourist sites and locations where Westerners are known to congregate, as well as commercial operations associated with U.S. or other Western interests.

American citizens in Kenya should remain vigilant, particularly in public places frequented by foreigners such as clubs, hotels, resorts, Western-oriented shopping centers, restaurants, and places of worship. Americans should also remain vigilant in residential areas, schools, and outdoor recreational events, and should avoid demonstrations and large crowds. In particular, there is a continuing threat against Westerners in the capital, Nairobi, and some locales in the coastal region. In addition to the terrorist threat, there are increasing incidents of criminal activity, including carjacking, robbery, and other violent crime, especially after dark.

Americans who travel to or reside in Kenya despite this Travel Warning are encouraged to register through the State Department’s travel registration website, https://travelregistration.state.gov. By registering, American citizens make it easier for the Embassy to contact them in case of emergency. Americans without Internet access may register directly with the U.S. Embassy in Nairobi. The U.S. Embassy is located on United Nations Avenue, Gigiri, Nairobi, Kenya; telephone (254)(20)363-6000; fax (254)(20)363-6410. In the event of an after-hours emergency, the Embassy duty officer may be contacted at (254)(20)363-6170. The Embassy home page is http://kenya.usembassy.gov. U.S. citizens should consult the Department of State’s Consular Information Sheet for Kenya, the East Africa Public Announcement, and the Worldwide Caution Public Announcement, which are available via the Internet at http://travel.state.gov. American citizens may obtain up-to-date information on security conditions by calling 1-888-407-4747 toll-free in the United States or 202-501-4444 from overseas.

ate: 9 Aug 2005 From: A-Lan.Banks Source: Patriot-News, Pennsylvania, USA, 9 Aug 2005 [edited] _____________________________________________________________ It should be unsettling to more than just anglers that unusual numbers of young smallmouth bass are being found dead in sections of the Susquehanna and Juniata rivers. _____________________________________________________________ Specifically, biologists and anglers are finding large numbers of dying or dead fish with skin lesions downstream from Lewistown in the Juniata and downstream from Sunbury to below Harrisburg in the Susquehanna. _____________________________________________________________ The Pennsylvania Fish and Boat Commission has attributed the problem to a bacterial infection, but the source of those bacteria remains a mystery. Fortunately, the commission says the bacteria -- columnaris, which is [related to] environmental or nutritional factors -- [poses] no threat to humans. _____________________________________________________________ But it's nevertheless troubling that dead fish are turning up on some of the best bass fishing waters in the United States, and waters used for various recreational purposes and in some cases drinking water in our backyard. And while the smallmouth are the afflicted at the moment, the bacteria can be picked up by other freshwater species; they have been found in smaller numbers on white suckers in the same waters. _____________________________________________________________ Officials haven't ruled out water pollution, but note that a single event usually doesn't affect just one species or occur over an area as large as that in question. _____________________________________________________________ There's some thinking that high water temperatures and low water levels are contributing to the bacterial infection, and that may be. But this isn't the first summer that such conditions have existed, so deeper exploration is needed. _____________________________________________________________ The Fish and Boat Commission appears to be on top of the situation, posting public information on its website and bringing in experts from U.S. Fish and Wildlife Service and the National Fish Health Laboratory. _____________________________________________________________ -- ProMED-mail [If this were an issue of water quality, it is unlikely that it would affect only one species. It appears from this article that there is much reassuring of the public without definite answers to what is really happening. _____________________________________________________________ This article indicates that investigation is continuing. If indeed only one species is affected, then perhaps people swimming in the waters are not at great risk. _____________________________________________________________ If the problem is columnaris, that disease is a caused by the bacterium _Flexibacter columnaris_, other names for which include _Cytophaga columnaris_ and _Bacillus columnaris_. The disease is also known by such common names as Cotton-Wool or Cotton mouth disease because of its white mold-like appearance when it forms skin lesions. _____________________________________________________________ The bacteria enter through skin abrasions, the mouth, or the gills, and is most often spread by contaminated nets or food sources. Most often it affects fish that are stressed by poor water quality (high water temperatures, low dissolved oxygen concentration, or inadequate diet). _____________________________________________________________ Fish that are commercially raised may suffer from the disease in cases of overcrowding. In such contained areas they may be treated with oxytetracycline (Terramycin) added to the feed or water. However, this may be impractical in the case of large lakes or free-flowing streams and rivers.- Mod.TG]
