The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Was Bomber's "New York" Shirt A Message?
Full Story

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

Meanwhile, back to homegrown threats:

Clinton Admin. Knew of 9/11 Hijackers

More than a year before the 9/11 attacks, Clinton administration intelligence officials had identified four of the 19 9/11 hijackers as a terrorist threat -

including al-Qaida team leader Mohamed Atta and his partner Marwan al-Shehhi, whose planes destroyed the World Trade Center and killed over 2,700 people.

But the critical information was not acted on, at least in part, because of prohibitions against intelligence sharing

implemented by former Deputy Attorney General Jamie Gorelick,

who was reportedly installed in her post at the insistence of then - first lady Hillary Clinton.

Gustasp blames Fazl for establishing Jehadi camps
F.P Report

PESHAWAR: Shehzada Gustasip Khan, leader of the opposition in the NWFP Assembly has held Maulana Fazal-Ur-Rehman, leader of the opposition in National Assembly, responsible for establishing “Jehadi” camps and imparting training to the people in these camps.

Talking to newsmen in the Provincial Assembly building here, Monday, Gustasip strongly criticised the statement of Fazalur Rehamn, accusing some of the government institutions of being harboring the “Jehadi” camps.

He termed the statement as a “U” turn by Maulana, saying that it was Maulana Fazal-Ur-Rehman and his companions who over and again supported “Jehad” and “Jehadi Camps” and grabbed votes by chanting the slogans of Afghanistan, Iraq, Tora-Bora etc. Those slogans took Maulana to his present status, he added.

The leader of the opposition said that the people of the country expect responsible attitude from their leaders and they hope that the leaders would not try to damage the reputation of significant National institutions by giving such statements as Maulana did.“Jehadies”, trained and sent to Afghanistan by Maulana and his party men were seen clearly in the rows of the Religio-political parties, Gustasip said.

Reacting over the comments of Fazal-Ur-Rehman about the Judges of the Supreme Court in connection with the decision regarding the controversial Hasba Bill, Gustip was of the opinion that M M A had acknowledged all the steps, taken by President Pervez Mushraf including the Oath of the Judges under LFO.

All the MMA leaders were showing their full confidence in the Apex Court before the announcement of its opinion on the bill and even after the decision, the MMA hailed the verdict about the Hasba Bill, saying it was in its favor but when they realized that the court’s point of view is contrary to their wills, they started criticising the verdict, Gustasip Khan further added.

Islam is a religion of peace’

PESHAWAR (PPI): The NWFP Senior Minister Sirajul Haq has said that Muslims were not extremist and terrorists but it were those non-Muslim forces who never hesitated to exploit weaker nations and even killed people in cold blood, the proof of that was given by the US led imperial powers by invading sovereign countries and perishing its masses so much so that an American Senator then had advised Bush to invade Saudi Arabia and bombard Kaabah and Masjid Nabvi to eliminate spiritual centres of Muslims and disintegrate their unity but Siraj ul Haq said that Muslims would exist till doomsday and would continue struggle for the truth and right causes.

Addressing mammoth public rallies at Kheshgi, Behram Kalay Ganderi and Rashakai in Nowshera district on Monday, Sirajul Haq said that Islam is religion of peace and nobility that guaranteed rights of every segment of society including aged, children, women, minorities and even animals to constitute welfare society based on human values. Hence he said followers of such peaceful religion could not be extremists and terrorists but he said the imperial forces always liked evils and hence they hated Muslims for their nobility and even tried to eliminate the very existence of Muslims. However he said that Muslims could not be oppressed or subjugated but evil forces would be brought on the right path as such.

He while regretting the negative role of certain pro-imperial Muslims said that such people in fact tarnished their own future by pursuing American policies in their homeland and killing Muslim brethren while he cautioned they would repent on their misdeeds after tasting wreath of their evil masters.

He said that those waging campaign for supporters of enlightenment ideology in the current local government elections in fact wanted to spread obscenity and vulgarity at muhallah and street level and hold mixed marathon races of gents and ladies but MMA would not allow such anti Islam and anti social values and would thus foil policies of secular and anti Islam elements with active support of the Islam loving masses.

I wonder if something is imminent.

I agree. I am also wondering if TPTB are giving up on trying to assist the cities projected to be attacked. It seems they are moving away from a proactive stance and focusing on the aftermath.

Son says "Project Genesis" is all ready to go. NUKeBIO/CHEM response trailers not even hidden anymore.

If we could only determine the cities (I am assuming many of the nukes are now fixed in their positions) we could as a COUNTRY evacuate those who are threatened. Instead, it seems TPTB are esconced in their bunkers as the time approaches.\\Where is Cheney?

3 Missions Warn Citizens to Be Cautious
Mohammed Rasooldeen, Arab News

RIYADH, 9 August 2005 — Following the security warning issued by the US Embassy in Riyadh yesterday, three more foreign missions have alerted their respective communities in the Kingdom to be cautious. Diplomats at the British, Australian and Canadian missions in Riyadh said they had requested their citizens to take precautionary measures in the light of the announcement made by the US Embassy.

The US Embassy and its Consulates General in Jeddah and Dhahran were closed for business yesterday and today.

A spokesman at the British Embassy said the embassy had updated its travel advisory with the following amendment: “There are credible reports that terrorists are planning further attacks in the near future.” Some 25,000 Britons live in the Kingdom.

The Australian Embassy also reviewed and revised its advisory. The warning stated: “Australians should defer non-essential travel to Saudi Arabia. We have received credible reports of attacks in Saudi Arabia in the near future. This follows other recent reports suggesting that terrorists may be planning to attack residential housing compounds in Saudi Arabia. Australians who choose to remain in Saudi Arabia should exercise extreme caution, including in places known to be frequented by foreigners, and monitor developments that might affect their safety.” According to the embassy some 4,000 Australians live in the Kingdom.

“We have updated the security warning in order to alert Canadians working here,” a spokesman from the Canadian Embassy said. He added that there were more than 6,000 Canadians working in the Kingdom. The revised version of the embassy advisory states: “Canadians in Saudi Arabia should regularly review their personal circumstances to determine if their continued presence is warranted. If Canadians feel their personal safety is threatened, they should consider departing from Saudi Arabia.”

Yemen Jails Six Al-Qaeda Men for Plotting Attacks
Khaled Al-Mahdi, Arab News

SANAA, 9 August 2005 — A Yemeni court yesterday sentenced six men, including an Iraqi and two Syrians, to jail terms ranging from two to four years after convicting them of planning to attack Western embassies.

The six men were part of an eight-member Al-Qaeda cell called the “Tawheed Brigades”. Two other defendants were acquitted due to insufficient evidence.

The eight were charged with planning to attack the British and Italian embassies and a French cultural center in the Yemeni capital Sanaa.

The court sentenced the alleged ringleader Anwar Baian Al-Jilani to four years in prison. Two Yemeni accomplices, Khaled Muhammad Al-Butani and Abdul Rahman Basurra were given 38 and 40 months in jail, respectively. A third Yemeni Umran Al-Faqih was sentenced to two-year suspended prison term.

Two Syrian brothers, Muhammad and Ahmad Abdul Wahab Khiti, received 38-month jail term each. The verdict, read out by the court’s presiding Judge Najeeb Al-Qadri, said that “the evidence supported charges (against the six convicts) and showed organized preparations to carry out bombings targeting foreign diplomatic missions.”

Qadri found two Yemenis Majid Mizan and Salah Muhammad Othman innocent, saying the prosecution failed to provide sufficient evidence against them.

Prosecutors have submitted to the court documents seized by police showing that the group had also planned to attack military bases in Saudi Arabia, as well as American civilians, Western companies, restaurants and schools in Bahrain, Kuwait, Qatar and the United Arab Emirates.

Among the documents were maps and alleged attack plans and orders for explosives and rocket-propelled grenades that would have been allegedly supplied by Saudi comrades. When the trial began on March 21, only three of the defendants pleaded guilty for planning to attack on the British Embassy, but they and the other five suspects denied involvement in a conspiracy to blow up the Italian embassy or the French center.

Transport minister prepares anti-terrorism plan

Canadian Press

Tuesday, August 09, 2005

http://www.canada.com/national/story.html?id=1f3913ef-1130-40d3-ae32-bb570161fa4f

MONTREAL -- The federal transport minister says experts agree there has
to be better communications at all levels in Canada following the
recent public transit bombings in London.

Jean Lapierre met in Montreal with about 30 of the top rail and public
transit experts in Canada.

He says they discussed the strengths and weaknesses in the Canadian
systems and outlined four areas where work needs to be done.

The transport minister says everyone was impressed by the way cameras
helped identify suspects in the London bombings, but adds that Canadian
authorities don't have the means to get camera systems in place
quickly.

Lapierre also says there are gaps in the training of transit employees,
such as ticket takers, which have to be improved.

The transport minister is also defending a potential no-fly list of
1,000 airline passengers, including Canadians, calling it a normal measure
in a free and democratic society.
