The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

Of course we would all loot food and water, but that is not what is being taken.

Yup. They are seen covering their faces - they know full well what they are doing and are "covering" their tracks, so to speak for the day when the videos will be used against them. These people discredit their race and the constant repeats of the looters in action on TV will remain in memories for years to come (for some it may destroy years of positive race relations). How very sad to see children engaging in the thefts along with the adults. They have no shame and those children will have learned behavior totally unacceptable (morally corupt) in our society.

There's a big difference between taking enough to sustain your family for a day or two and running down the street with loaded shopping carts, entire food displays and emptying sporting goods and Walmart's gun departments. May God protect us from this type of person and the ones even worse than them (these aren't the terrorists we are concerned of here, but in their way, are equally evil and dangerous.). If I didn't know better, I'd swear this couldn't possibly be happening in the USA and I pray for the good people who remain alive among the evil ones, who must certainly be terrified out of their wits.

"U.S. LIKELY TO SEE SUICIDE ATTACKS"

ARTICLE SNIPPET: "WASHINGTON [MENL] -- The United States should brace for the prospect of suicide attacks against mass transit such as those that rocked London in July 2005.

The Rand Corp. said in a report that the United States would be next in line for suicide attacks that have already struck Europe and Asia . Police: Miss. Man Kills Sister Over Bag Of Ice

HATTIESBURG, Miss. -- Police in Hattiesburg, Miss., said a man fatally shot his sister in the head over a bag of ice.

Authorities say 35-year-old Antonio Page shot his sister with a handgun on a street corner Tuesday night.

Police Chief David Wynn said the woman's name was not available.

Wynn said tempers are short, but he can't understand why a member of someone's family could take that step.

The shooting is being treated like a homicide, Wynn said.

This shows me that it is very likely that any kind of devastating terrorist attack (if there is one of great magnitude, or in many places) or other severe natural disaster, will lead to horrible civil unrest.

People who do not know or care about right and wrong are more dangerous that hurricanes.

ARTICLE SNIPPET: "An Arlington man was shot in the face over the weekend after allegedly attempting to burglarize a North Arlington home and being confronted by a gun-toting homeowner.

County police said Tuesday morning that 18-year-old David Jeovavy Valdivia Dominguez was arrested at Virginia Hospital Center, where he was seeking treatment for the wound. Police later transferred Dominguez to Inova Fairfax Hospital. After treatment, Dominguez was transported to the Arlington County Adult Detention Facility.

Police allege that Dominguez was in the process of burglarizing a home in the 6000 block of 26th Street North in the Leeway-Overly community about 5:30 a.m. Sunday when he was confronted by the homeowner.

When confronted, police said Dominguez ran from the family room into the room of the man’s teenage daughter. A struggle ensued, and the homeowner shot the intruder in the face.

According to police, Dominquez fled on foot.

While there is an ordinance that makes it illegal to discharge a firearm in Arlington County, Arlington County Police Det. Rick Rodriguez said that no charges have been filed against the homeowner, who was interviewed by detectives following the incident."

Religious Islamic leaders who run madarassas in Pakistan have categorically rejected the federal government's ordinance which makes it mandatory for all religious schools to get registered under the Societies Registration Act 1860, saying that the seminaries would "continue to teach the principles of jihad as inscribed in the Holy Quran".
The Daily Times quoted the religious leaders as saying that they would not cooperate with the federal government on the registration issue "until the government addressed the concerns of religious leaders".

Denying that some religious seminaries were involved in giving militancy training, the religious leaders, while speaking at the "Religious Schools and Contemporary Needs Convention", said that they would not accept any dictation from the government on the curriculum that should be taught in the madarassas.

ARTICLE SNIPPET: "BRUSSELS – Belgium is to put 13 suspects on trial in the autumn in what will be the first test of the country's new terrorism laws.

On Monday, a Brussels court ruled there was enough evidence to try 13 people, Moroccans or from Moroccan families, who are alleged to belong to the Moroccan Islamic Combatant Group (MICG).

The extremist Islamic terrorist organisation is believed to have been involved in the bombings in Casablanca and Madrid, among others.

Four of the 13, who all live in Belgium, are considered to be leaders of the group: 39-year-old Abdelkader Hakimi, 29-year-old El Haski, 41-year-old Mostafa Lounani and 31-year-old Abdallah Ouahbour.

The men could face more than 10 years in prison under Belgium's new crime of belonging to a terrorist organisation."

U.S. CHARGES CHINESE LANGUAGE INTERPRETER WITH OBSTRUCTION OF JUSTICE FOR DISCLOSING FEDERAL WIRETAP

DAVID N. KELLEY, the United States Attorney for the Southern District of New York, SALVATORE DALESSANDRO, Acting Special Agent-in-Charge, U.S. Immigration and Customs Enforcement (“ICE”), MARK J. MERSHON, the Assistant Director in Charge of the New York Office of the Federal Bureau of Investigation (“FBI”), RAYMOND W. KELLY, Commissioner of the New York City Police Department (“NYPD”) announced that JIMMY ZHENG has been charged in a criminal complaint filed in Manhattan federal court with obstruction of justice for revealing the existence of an ongoing federal wiretap to a relative so that the relative would not be intercepted over the wiretap and face potential criminal charges.

According to the criminal complaint, which was unsealed today, members of an ICE, FBI and NYPD task force were investigating the Lim Shang Organization, a violent Asian organized crime group operating in Manhattan’s Chinatown and Flushing, New York. As part of that investigation, ICE obtained court-authorization to intercept wire communications occurring over various cell phones used by members of the Lim Shang Organization (Operation Panda). Further, because the targets of the investigation primarily spoke the Fuzhou dialect of the Chinese language, Chinese language interpreters were hired through an outside contractor to translate the intercepted communications for law enforcement. According to the complaint, one of these interpreters was JIMMY ZHENG, the defendant.

As explained in the complaint, on two occasions during the course of the wiretap, Federal agents specifically asked ZHENG if he (or any other interpreters) knew or recognized any of the subjects of the investigation who had been intercepted. On both occasions, ZHENG denied knowing any of the interceptees.

However, during a June 2005 interview with the Federal Agents, ZHENG admitted that he had been introduced by his cousin to one of the main targets of the investigation, Lim Shang, several months before the wiretap began. Specifically, ZHENG had spent an evening at a nightclub with Lim Shang and Lim Shang’s sister, Li Ping Wong, a/k/a “Li Zhi.” ZHENG subsequently had frequent contact with “Li Zhi,” and also had contact with another individual intercepted during the investigation, whom he knew as “Big Sister.”

According to the complaint, in or about June 2004, ZHENG’s cousin contacted ZHENG and informed ZHENG that “Big Sister” had called. ZHENG then told his cousin that “Big Sister” had been overheard on a wiretap of Lim Shang’s telephone. According to ZHENG, and as related in the complaint, the reason ZHENG told his cousin about the wiretap and the identities of some of the targets was that he did not want his cousin to get in any trouble. ZHENG further admitted that he lied to the Federal Agents when he had been interviewed in June and August of 2004 by falsely stating that he did not know any of the interceptees on the wiretap.

“Releasing sensitive information regarding Federal investigations is a serious crime that can impact public safety by undermining law enforcement efforts,” said Dalessandro. “Interpreters are hired into trusted positions and according to this complaint, the defendant abused that trust and put our efforts in potential jeopardy.”

ZHENG, 32, resides in Sewell, New Jersey.

ZHENG is scheduled to be presented on the criminal complaint before United States Magistrate Judge MICHAEL H. DOLINGER today. He faces a maximum sentence of five years in prison and the greater of a fine of $250,000 fine or twice the gross gain or loss resulting from the offense.

Mr. KELLEY praised the efforts of ICE, the FBI, and the NYPD in this case.

Assistant United States Attorneys JONATHAN S. KOLODNER and SCOTT L. MARRAH are in charge of the prosecution.
