The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

Iraqi, U.S. Forces Capture Terrorists, Suspected Insurgents

WASHINGTON, Aug. 26, 2005 – U.S. soldiers from Task Force Liberty and Iraqi army soldiers captured six terrorists during a joint raid in Barwannah, Iraq, military officials said today.
The troops also discovered two weapons caches, containing one 82 mm mortar system, 14 rocket-propelled grenades, three remote-control detonators, and two assault rifles.

Task Force Liberty and Iraqi army soldiers killed a suspected terrorist was killed and wounded and captured another when the individuals fired on the combined force. In another incident, Task Force Liberty soldiers captured two key terrorists in a pair of overnight raids Aug. 25 and today. The terrorists are suspected of financing and enabling terrorist acts in north-central Iraq, according to Multinational Force Iraq news releases.

Soldiers detained the first suspect after receiving information that he was attending a meeting in Dwar, which is located between Tikrit and Bayji. The second terrorist was captured along with two other suspects in Hawija, a rural area of northern Iraq.

Iraqi security forces and coalition forces from Task Force Freedom Aug. 25 and today detained 16 individuals suspected of terrorist activity in western Mosul.

Soldiers from 1st Battalion, 24th Infantry Regiment captured two of the terrorists. Soldiers from 1st Battalion, 5th Infantry Regiment detained four individuals suspected of terrorist activity and discovered weapons, ammunition, and explosives during separate operations in eastern Mosul. The suspects are in custody, and no injuries were reported among coalition or Iraqi security forces.

In another raid, U.S. soldiers from 2nd Squadron, 14th Cavalry Regiment, detained nine individuals suspected of terrorist activity at a checkpoint in Rawah.

Soldiers from 2nd Squadron, 3rd Armored Cavalry Regiment, captured one individual suspected of terrorist activity during a raid east of Tal Afar, a key staging point for foreign fighters infiltrating Iraq via minor roads from the Syran border to the west.

Responding to reports of a drive-by shooting at the market in Haswah, Iraqi police captured the shooters Aug. 25. Police were told that a white Opel car carrying four passengers fired on civilians in the market causing a small fire, which was extinguished by the fire department while police chased the suspect vehicle. The police apprehended three suspects, but the driver fled the scene.

In news from Baghdad, officials said on Aug. 25 that Iraqi security forces continue to respond capably to reports of improvised explosive devices and unexploded ordnance.

Soldiers with the 4th Iraqi Army Division concluded Operation Lightning Strike, which consisted of a series of cordon and search missions in Abayach, about 50 miles north of Baghdad.

Soldiers discovered the command end of a command-wired improvised explosive device and traced it back to the explosive device. The IED was a 130 mm round rigged for detonation. An explosive ordnance disposal team destroyed the IED in place. Soldiers detained one male suspect at the scene.

Elsewhere, Iraqi police discovered and cleared a small cache of munitions in Tuz, 110 miles north of Baghdad. Police found three 122 mm Russian rounds, one 120 mm Russian mortar, nine 82 mm Russian mortars, one 82 mm Chinese mortar, and one rocket-propelled grenade.

The munitions were transported to the Joint Command Center, where an explosive ordnance disposal team secured them for later destruction.

In Mosul, Iraqi Police killed a suspected terrorist in an exchange of small-arms fire.

In other news, a fire caused by mechanical failure broke out at an oil pipeline in southern Baghdad around 8:30 p.m. Aug. 25. The pipeline valve was shut off, minimizing the amount of time the fire burned. Iraqi and U.S. soldiers secured the area around the pipeline.

Earlier this week, Iraqi army and coalition forces, working together and independently, took 19 suspected terrorists into custody while conducting a series of combat operations in and around Baghdad on Aug. 21. Tips received from Iraqi citizens led to the detention of 12 of the 19 terror suspects.

Thirteen of the suspects were captured during five pre-dawn raids carried out in western, central and southern Baghdad. Iraqi army and U.S. Task Force Baghdad soldiers also netted a computer, two AK-47 assault rifles, and improvised-explosive-device fuses during the raids.

A combined force of Iraqi army and Task Force Baghdad soldiers carried out the largest operation of the day at noon. Acting on information provided by another Iraqi citizen, soldiers searched an insurgent safe house in southern Baghdad and captured six suspects thought to be involved in terrorist activities.

At about the same time, Task Force Baghdad soldiers manning a traffic control point stopped a vehicle at a busy intersection in eastern Baghdad. When the soldiers searched the car, they found a shotgun and four pistols hidden inside. The patrol detained the suspect and brought him into custody for questioning.

In other combat operations Aug. 21, a Task Force Baghdad unit patrolling in northwest Baghdad struck an improvised explosive device. No one was injured in the attack, and when the soldiers searched a nearby house they found an AK-47 assault rifle and a machine gun with 10 ammunition magazines.

The unit also found binoculars, a periscope and 40 to 50 circuit boards, which could have been used to detonate bombs. The patrol took the owner of the house into custody for questioning.

Farid Essebar, age 18, a Moroccan national born in Russia, was arrested in Morocco, and 21-year-old Atilla Ekici, a Turkish resident, was arrested in Turkey, Paul Bresson, a spokesman for the FBI, said Friday. Both suspects were detained Thursday and will be prosecuted in the countries in which they were arrested, Bresson said.

Bresson said that Essebar, who went by the nickname "Diabl0," and Ekici, known as "Coder," are suspected of creating both the Mytob and Zotob worms."

The group of prosecutors, with access to hundreds of hours of intelligence reports, was well aware that Australia had faced at least four serious terrorist threats since 9/11.


In the latest scenario, the prosecutors cleared the way for up to 10 Australian residents to be charged with being members of a terrorist organisation.


And here's the catch. The suspects had not signed up to the global network of radical Islamists inspired by Osama bin Laden's al-Qa'ida. Nor had they been whipped into a mood for jihad by firebrand clerics abroad.


Those being targeted are mostly home-grown males. They have no formal links to Islamic terror groups. Many were born in Australia, while the rest have, at face value, found comfort in their new standards of living and embraced much of our way of life.


Their terrorist group does not even formally exist, except in the eyes of those who have watched, listened and learned about the men's alleged plans to attack prominent landmarks in Melbourne and Sydney.


Legal advice prepared in the past month suggests all that needs to be proved at law is that the suspects fostered an act of terror.


To be liable for prosecution, they need not progress to the next step of preparing for an attack. And in the rising threat that many believe Australia now faces, prosecutors are more than willing to chance their arm with a test case.


Since 9/11, Australian police and agents have foiled at least four serious terror plots aimed at Australian targets, including an alleged plot to attack the nation's electricity grid, a suspected move against Melbourne's public transport system and stock exchange building, and targets along the Sydney Harbour foreshore."

Document calls for violence, destruction of 'American empire'

(CNN) -- The group al Qaeda in Iraq -- which has been behind many of
the worst attacks, beheadings, and kidnappings in Iraq -- has issued a
manifesto in which it calls for violence and hate for all but "true
Muslims."

Shiites do not belong among "true Muslims," the group says, calling
their faith "a confession of polytheism and rejectionism."

It also declares: "We vow by the name of God that we are determined to
destroy the American empire," adding that the insurgency is stronger
than Washington acknowledges.

The document also warns there will be no end to the insurgency.

"The call for jihad goes on until doomsday, whether there is an imam
calling for it or not."

The group's e-book surfaced on an Islamic Web site this week and offers
links to three issues of al Qaeda in Iraq's e-magazine, a forum often
used to claim responsibility for attacks. In numerous sections totaling
dozens of pages, the e-book covers topics from the justification of
beheadings in the Quran and why democracy is wrong.

No date was given for the document, and no author was listed. The
reference to its Jordanian-born leader, Abu Musab al-Zarqawi, in the third
person suggests he did not write the document.

While part of the document seems to have been written relatively
recently, another part refers to to the government of Ayad Allawi, who was
interim leader in Iraq until April.

The document also called President Bush's insistence on staying in Iraq
"until we accomplish our mission" a "desperate catchphrase ... used to
make the public believe that the mujahedeens are in bad shape."

The document repeatedly urged Muslims to launch attacks against foreign
forces in Iraq and their allies and for Iraqi troops and police to turn
their backs on the new elected government.

"You who betrayed Muslims and in humiliation became one of many
collaborators, a servant under the command of the cross, we ask you to return
to your Islamic instinct or cutting your neck will be your only
punishment for your treason against your religion and your people."

It adds this warning: "Repent or else."

The group calls its doctrine and mission guided by "our agreement to
believe in and fight for the religion of God. We believe that those who
follow these beliefs and the provisions of faith are true Muslims, and
anyone who denounces any of these beliefs and conditions is an infidel
even if he still claims to be a Muslim."

The central image of the e-book is the group's logo: a globe with an
open book, presumably the Quran. Emerging from the center of the Quran
are a spear, a Kalashnikov rifle, a hand with the index finger sticking
up -- a symbol of unity -- and a banner reading, "There is no God but
God; Mohammed is the messenger of God."

3 detained in Hamburg over terrorism scare

HAMBURG The police in this northern German city have detained three
Chechen men for questioning in connection with a search for possible
terror suspects, an investigator said Friday.

The three are from 21 to 25 years old, said Reinhard Chedor, head of
Hamburg's state criminal office. Two went to the police of their own
accord; the third was detained after being identified by the police.

Chedor said there appeared to have been no plans for any attack.

He said the authorities believed they were the three men who were
involved in a suspicious conversation at a bus stop in the city Wednesday
evening that prompted a large-scale police search.

A witness told the police that one of the three, who were said to have
been talking in Arabic, said "We will stand tomorrow as heroes before
Allah."

After the reported conversation, the men, one of whom had a backpack,
were caught on film by a surveillance camera on a bus traveling out of
the center of Hamburg, the police said.

On Thursday, the police urged the three to make contact with them and
began a search that involved about 1,000 officers.

Hamburg's top security official, Udo Nagel, said Thursday night that
the alert may have resulted from a misunderstanding. He said there was no
reason for the public to be alarmed.

Nagel acknowledged that the size of the police operation had been
dictated by fears of attacks similar to those on three Underground trains
and a bus in London last month that killed 56 people, including 4
bombers.

Three of the suicide hijackers involved in the Sept. 11, 2001, attacks
on the United States lived and studied in Hamburg. Last week, a
Moroccan national, Mounir el-Motassadeq, was jailed by a court in the city for
seven years for belonging to a terrorist organization.

Motassadeq was a close friend of the suicide hijackers, including the
ringleader of the attacks, Mohammed Atta.

KDWN Radio, Traffic reports.

Since 4pm, the traffic advisor has said the 15 South, between Flamingo and Russel is shut down.

At 4 pm they said a semi accident, now they say an oil spill.

Sounds like a fuel truck.

Saudi Arabia details raids on militants
One operation killed al Qaeda's Saudi chief

RIYADH, Saudi Arabia (AP) -- Security authorities on Friday announced
the arrest of 41 suspected militants, including those captured during a
series of simultaneous raids earlier this month in which al Qaeda's
leader in Saudi Arabia was killed.

The Interior Ministry issued a statement outlining August 18 operations
in Riyadh and Medina that killed al Qaeda's Saudi chief, Saleh Mohammed
al-Aoofi, and two other militants.

One was 29-year-old Majed Hamed Abdullah al-Haasiri, a Saudi who was
No. 14 on a list of 36 most wanted terrorists sought for connection to
terror attacks in the kingdom dating back to 2003.

Al-Haasiri was killed in a shootout with police in the capital, Riyadh.

The third slain Saudi militant, Mohammed bin Abdullah Awaidhah, died in
the same shootout in Medina that also killed al Qaeda chief al-Aoofi.

The statement also said several police swoops netted at least 41 people
on July 25 and August 18 in Riyadh, Medina and the northern town of
Arar, including non-Saudis. No further details were provided.

Among the 41 was Mohammed Saeed Mohammed al-Sayam al-Umari, 25, who was
arrested in Medina on July 25 and was No. 10 on the list of 36 most
wanted terrorists.

Since May 2003 Islamic militants have carried out numerous suicide
bombings and kidnappings and have regularly battled security forces. The
attacks, which have tended to target Westerners and housing complexes
where Westerners live, have been blamed on the al Qaeda terror group and
its allies.

Saudi forces say they have gotten the upper hand against terror cells,
killing or capturing all but one figure on a previous most wanted list
of 26 militants. Saudi national Talib Saud Abdullah al-Talib, who was
No. 16 on the earlier list, remains at large.

While checking activity recently on the Yahoo groups message board "Islamic Resistance," I found a very disturbing message.

From kashmirmujahideen@yahoo.com , (km) it read in part, "I wish I could fight in jihad, but who will supply me? I'm just one man in my eyes. I say, ‘I can help, put me on the first flight, but (are) there other men and women of Islam like me? In dreams I can see myself in battle strong and brave, sweat on my face into battle I go. I just want the day to come to me. Is there anyone that (I can) ask? Maybe I can be a leader, or just a jehadi reading the Quran and praying to my god that I fear. Oh god, I wish I had money. I would help my Muslim brothers and sister. This letter is to the world."

Using a pseudonym, I wrote a sympathetic letter to KM, offering "assistance." His response read, "If you could start sending (sic) donates to my address, I will also be sending hand written letters and photos. Or do you want to wait (to) write back to me brother ... you are more than a brother, you are the reason I can go to jihad in Iraq, Afghanistan, Chechnya, Kashmir. I hope we will meet in paradise. May Allah bless you. I shall pray for you and your family."

Corresponding with KM over the next few weeks, I came to learn KM's real name – Justin Kadafi Singleton – a bank account number, and his home address. He also sent me two pictures of him.

All of the information I received about KM I turned over to the FBI. I am unaware at the time of writing as to whether there are (potential) legal proceedings against him, and if so how they are being handled.

MORE FROM KM

However, Islamic Resistance was not the only Yahoo group on which KM was apparently posting. I also found some chilling messages that KM had posted on two other Yahoo groups. Having communicated with KM a number of times during the last few weeks and seen firsthand the unsophisticated nature of his writing, I suspect that KM took these comments from somewhere else and posted them on the Yahoo group without attributing authorship. However, I assume that as they were posted under his name they reflect at least to a great extent what was on his heart.

A number of KM's postings were on a group titled "New Al- Qaeda" (http://groups.yahoo.com/group/New_Al-Qaeda ).

One June 27 message apparently posted by KM read, "Call on every Muslim who believes in God and wishes to be rewarded, to comply with God's order to kill the Americans and plunder their money wherever and whenever they find it. We also call on Muslim Ulema, leaders, youths, and soldiers to launch the raid on Satan's U.S. troops and the devil's supporters allying with them, and to displace those who are behind them so that they may learn a lesson.

"Almighty God also says,‘O ye who believe, what is the matter with you, that when ye are asked to go forth in the cause of God, ye cling so heavily to the earth! Do ye prefer the life of this world to the hereafter? But little is the comfort of this life, as compared with the hereafter. Unless ye go forth, He will punish you with a grievous penalty, and put others in your place; but Him ye would not harm in the least. For God hath power over all things.'"

A July 13 posting also apparently from KM seemed to explain at least some of the reason for the anti-American sentiment. It read, "Mentioning the name(s) of Clinton (or Bush) or that of the American government provokes disgust and revulsion. This is because ... (they) directly reflect in our minds the picture of children with their heads cut off before even reaching one year of age.

"The hearts of Muslims are filled with hatred towards the United States of America and the American president The President has a heart that knows no words. A heart that kills hundreds of children definitely, knows no words. Our people in the Arabian Peninsula will sent him messages with no words because he does not know any words.

"I say that this represents an a blatant provocation to 1,250 million Muslims. To these mothers I say if they are concerned for their sons, then let them object to the American government's policy and to the American president. Do not let themselves be cheated by his standing before the bodies of the killed soldiers describing the freedom fighters in Saudi Arabia as terrorists. It is he who is a terrorist who pushed their sons into this for the sake of the Israeli interest."

Another message apparently posted by KM on the same day read in part, "A believer must rest assured that life is only in the hands of Allah, and sustenance is also in the hands of Allah, the Almighty. As for fearing for one's life, it is difficult to explain to you how we think of ourselves, unless you have full belief.

"We believe that no one could take out one breath of our written life as ordained by Allah. We see that we see that getting killed in the cause of Allah is a great honor wished for by our Prophet ... He said in his Hadith, ‘I swear to Allah, I wish to fight for Allah's cause and be killed, I'll do it again and be killed, and I'll do it again and be killed.'"

"Being killed for Allah's cause is a great honor achieved by only those who are the elite of the nation. We love this kind of death for Allah's cause as much as you like to live. We have nothing to fear for. It is something we wish for."

The New Al- Qaeda group is self- described as "formed to stress the irrationality and illegality of the United States' ‘war on terror' and America's attacks on Afghanistan, and other vulnerable oppressed people around the globe. This site emphasizes the rationality of some of the arguments put forward by Osama Bin Laden to justify his war on America."

Interestingly, in spite of KM's postings, the group description still reads, "The facilitator is a pacifist and rejects all forms of violence by state and non-state actors. He is also a proponent of the world wide social justice movement and despite rejecting Osama Bin Laden's call to the use of force against the United States supports the war against the United States' oppression and exploitation of the majority of the world's people."

A July 31 message (http://groups.yahoo.com/group/Jehaad/message/254 ) from KM, now writing under the name of Black Hand Militia, appeared on another Yahoo group called "Jehaad." It was titled, "Jihad is duty of all."

The message talked about Saudi Arabia's Prince Abdullah and read in part, "A few days before the (Iraq) invasion, Prince Abdullah came up with what he called a humanitarian initiative. He called for Saddam to leave Iraq and go to exile in order to spare the blood of many Muslims. His initiative simply meant delivering Iraq to America on a gold platter.

"Imagine you were going home one day and suddenly, a big bully appeared in the middle of the road and stopped you from going anywhere. And while you were wondering what went wrong, one of that bully's servants walked up to you and said, ‘My sincere advise to you
is to leave town and think about your family, your home, or your money. Think about your life, and the only way you will save your life is to leave town and let this man take your many and your land.'

"This scenario is a true illustration of Prince Abdullah's initiative; Abdullah simply wanted to let the thief (America) take Iraq's wealth, land, and oil with no sweat at all - all with the help (and the advice) of the Arabian Prince. Saddam himself was a thief and an apostate,
of course. But the solution to the Iraq's problem should have never been taking Iraq out of the hands of a local thief to put it in the hands of a global thief. This act by Abdullah to aid the kafirs (non- Muslims), and pave the way for them to take Muslim lands and control the affairs of Muslims in their own land constitutes one of the ten causes of apostasy."

An earlier message, a poem, was very troubling. It read in part, "Since childhood, in my heart, I have had this wish, this desire, this longing, Oh! If only I was a Mujahid. I would keep my trousers above my ankles. My face would be decorated with the Sunnah of Rasul Allah ... A middle parting I would have in my hair."

"Upon my shoulder I would carry a rocket launcher and in my hand there would be a Kalashnikov. A bomb would adorn my chest and the band of Laa Ilaaha Il Allah would be across my forehead. Then, crossing the blood-stained valley I would launch myself into the thick of battle.

"Shouting Allahu Akbar I would attack His enemies. Each of them I would eliminate, one by one, avenging the blood of my Shaheed brothers. I would free the weak from tyranny and oppression. Yes! This is the Mujahid I would be! A Mujahid who would pile up the bodies of the enemy, like Khalid Bin Walid ... Who would shatter the idols, like Mahmood Ghazanwi. Who would burn the ships on the seashore, like Tariq Bin Zayad.. Who would battle against the crusaders like, Salaahuddin Ayyubi"

The Yahoo group on which these messages were posted is self- described (http://groups.yahoo.com/group/Jehaad ) as being for "only for mujahedeen all over the world."

KAAA Radio, Kingman, AZ

At 2pm today, 34 miles south of Wickiup on Hwy 93, (to Phoenix) there is a 6 vehicle accident, 3 are regular,
3 are commercial vehicles.

Highway is still closed at 5pm and will be until further

Britain’s new rules risk increasing terror threat
Security experts warns Britain's clampdown on Islamic
extremism risks stirring up terror threat.
By Selim Saheb Ettaba - LONDON

The terrorist threat in Britain will remain despite a set of new rules by
the government to combat Islamic extremism, experts say, warning
that the risk may even rise in the short term.

Britain finalised a plan this week to bar or deport foreign Islamist
radicals in the wake of the London bombings.

A list of so-called "unacceptable behaviours" is the first concrete sign
that the "rules of the game are changing," as promised by British
Prime Minster Tony Blair in early August.

The government has embarked on a wide-ranging crackdown on
Islamic extremists and other groups in the wake of the July 7 suicide
bombings, which killed 56 people, and attempted copycat attacks on
July 21.

But Robert Ayers, a security expert at the Royal Institute of
International Affairs, said the moves were too little, too late.

"In 2003, the British intelligence services revealed that over 1,200
British citizens had gone through terror training camps in
Afghanistan," he said.

"What the British government has said thus far is that they're going to
try to deport 10 foreign nationals," Ayers said.

"Given the order of magnitude of the potential terrorist problem within
Britain I do not believe deporting 10 individuals is going to make a
substantial difference one way or the other."

The 10 foreigners - mostly Arabs, including Abu Qatada, the
44-year-old Jordanian who has been described as Al-Qaeda's
"ambassador" in Europe - were arrested on August 11 and face
deportation.

In addition, Ayers warned their ideology had already been widely
dispersed and embraced by supporters in Britain.

"What the exclusion of people that are trying to spread this ideology
will do is prevent future people from embracing that ideology. It won't
solve the immediate problem at all," he said.

Muslim communities were infuriated by the grim conditions fellow
Muslims endured in US-run prisons such as Abu Ghraib in Iraq and
Guantanamo Bay in Cuba, experts said.

Similarly, they warned that British plans to deport foreign Muslims to
countries with poor human rights records on torture and the death
penalty could anger young believers of anti-West rhetoric.

Saad al-Faqih, a London-based Saudi Islamist dissident who runs the
Movement for Islamic Reform in Arabia, said the British government
had fallen into a trap set by Al-Qaeda terror network chief Osama bin
Laden.

"Bin Laden said that the world is in two camps: Muslims without koffar
(non-believers) and koffar without Muslims," he said.

"The more they irritate Muslims in Britain and Europe and force them
to leave and say, 'We have no room for you', the more they are
implementing Bin Laden's strategy."

Faqih, who runs a website which could warrant his expulsion from
Britain according to the British press, rubbished the theory of links
between the July bombings and jihadi propaganda.

Home Secretary Charles Clarke, who unveiled the banned behaviour
list on Wednesday, said at the time: "I have an obligation to stop
people coming into this country to get young people, in particular, to
behave in the appalling way we saw in July."

Muslim groups and human rights experts criticised the move as
unclear and said it might affect legitimate struggles against human
rights abuses.

"The vagueness and breadth of the definition of 'unacceptable
behaviour' and 'terrorism' can lead to further injustice and risk further
undermining human rights protection in the UK," said human rights
group Amnesty International.

"Instead of strengthening security, they will further alienate
vulnerable sections of society."
