The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Was Bomber's "New York" Shirt A Message?
Full Story

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

I am praying for Laurie and her family now MamaDearest.

I'm sure her husband and family will appreciate it. I listen to her show almost daily and am sure going to miss her common sense approach regarding the things that need attention in our country. Hoping Laura Mansfield (who is often on her show) or someone who knows her can get us some more details about Laura's condition.

Terror Suspects Killed, Captured

American Forces Press Service

WASHINGTON, Aug. 25, 2005 – Task Force Freedom soldiers killed several terrorists and detained four suspected terrorists in their Iraq areas of operation today and Aug. 24, officials reported today.

Weapons and bomb-making materials were discovered by Iraqi security forces from the 2nd Public Order Brigade and U.S. Soldiers from the 1st Battalion, 64th Armor Regiment, 2nd Brigade Combat Team, while searching a suspected terrorist's house in east Baghdad on Aug. 20. U.S. Army photo
The soldiers, from 1st Battalion, 5th Infantry Regiment also seized explosives and other materials used to demolish an Iraqi army vehicle in eastern Mosul on Aug. 24. They also confiscated explosives for future destruction and reported no injuries.

Four other individuals suspected of terrorist activity were detained by soldiers from 2nd Squadron, 14th Armored Cavalry Regiment, during separate operations south of Tall Ath Thawr and in Rawah on Aug. 24.

In Baghdad, Iraqi security forces responded to two separate incidents where police and civilians were attacked by anti-Iraq forces on Aug. 24, according to a multinational forces report.

Soldiers with 4th Battalion, 1st Brigade, 6th Iraqi Army Division, tracked and killed two of the attackers and captured another suspect, who had attacked a Baghdad police station with small-arms fire.

In another incident, insurgents armed with rocket-propelled grenades attacked an Iraqi policeman and a civilian in their vehicles. Iraqi police pursued those suspects, killing one attacker.

Iraqi soldiers with 1st Battalion, 2nd Brigade, 2nd Iraqi Army Division, uncovered a 152 mm artillery shell beneath a dirt mound in Mosul.

In a related incident, Iraqi soldiers found 14 artillery rounds one kilometer northwest of the Kirkuk traffic circle.

Coalition aircraft reported flying 52 close-air support and armed reconnaissance sorties on Aug. 24 in support of Operation Iraqi Freedom ground troops.

Earlier in the month, Iraqi security forces and Task Force Baghdad soldiers captured a suspected bomb emplacer, three suspected kidnappers and six other terror suspects in a series of combat operations carried out Aug. 20, officials reported.

All 10 suspects were thought to be involved in planning and carrying out numerous attacks against Iraqi civilians, Iraqi security forces and Task Force Baghdad soldiers.

Combined forces from the Iraqi 2nd Public Order Brigade and U.S. soldiers from the 1st Battalion, 64th Armor Regiment, 2nd Brigade Combat Team, worked together to catch a terror suspect preparing to use an improvised explosive device in east Baghdad.

Acting on a tip from an Iraqi citizen, the combined force apprehended the suspect at his house. A search there uncovered a 155 mm artillery shell, TNT, bomb-making materials, detonators, AK-47 assault rifles, a pistol and anti-coalition propaganda.

Acting on another tip, Task Force Baghdad soldiers took three kidnapping suspects into custody for questioning while searching two houses in south Baghdad.

Later, terrorists fired mortar rounds at an installation in south Baghdad. Soldiers on the post responded quickly and saw a white bongo truck fleeing the site where the attack originated. A patrol followed the truck to a house in southwest Baghdad and captured four attackers.

When the soldiers seized two AK-47s, a sub-machine gun and 1,000 rounds of ammunition.

Later, soldiers from the 126th Military Police Company patrolling in the Ghazaliyah district of west Baghdad saw a man firing a weapon out of his vehicle. The MPs stopped and searched the vehicle, and found three fake identification cards, two pistols, two license plates and ammunition. The suspect was taken into custody for questioning.

Coalition forces also raided another terrorist safe house and detained a man believed to be the leader of a terror cell operating in southeast Baghdad.

Based on information provided by an informant, a drug dealer with ties to the insurgency was captured during a U.S. raid in the Taji area on Aug. 7, officials reported Aug 23.

Soldiers from B Company, 1st Battalion, 115th Infantry Regiment, raided three houses based on an Iraqi citizen's tip. The soldiers are assigned to 1st Battalion, 118th Field Artillery, 3rd Brigade, 1st Armored Division.

U.S. troops found drug paraphernalia and large quantities of narcotics in the first home they searched. Soldiers also found anti-Iraqi forces propaganda in the other two homes and detained two additional men for their suspected participation in terrorist activities.

"Local citizens pointed out someone suspicious to us because they didn't want drug dealers and terrorists in their neighborhood," said Col. David Bishop, commander of the 3rd Brigade, 1st Armored Division.

HAMBURG, Germany (Reuters) - More than 1,000 German police were deployed in a large-scale search for three terror suspects in the north German port city of Hamburg on Thursday, a police spokesman said.

Roadblocks and controls were set up at 12 points in Germany's second city after an Arabic-speaking witness overheard the men at a bus stop on Wednesday, praising Allah and heroism in Arabic. One of the men was carrying a backpack.

"Italian Red Cross Hid Iraqi Insurgents in Exchange for Kidnapped Workers"
Thursday, August 25, 2005

ARTICLE SNIPPET: "ROME — Italy's Red Cross (search) treated four Iraqi insurgents with the knowledge of the Italian government last year and hid them from U.S. forces in exchange for the freedom of two kidnapped aid workers, a top Italian Red Cross official said in an interview published Thursday.

Maurizio Scelli, the outgoing chief of the Italian Red Cross, told the Turin newspaper La Stampa that he kept the deal secret from U.S. officials, complying with "a nonnegotiable condition" imposed by Iraqi mediators who helped him secure the release of Italians Simona Pari and Simona Torretta. They were abducted in Baghdad Sept. 7 and freed Sept. 28.

"The mediators asked us to save the lives of four alleged terrorists wanted by the Americans who were wounded in combat," Scelli was quoted as saying. "We hid them and brought them to Red Cross doctors, who operated on them."

They took the wounded insurgents to a Baghdad hospital in a jeep and an ambulance, smuggling them through two U.S. checkpoints under blankets and boxes of medicines, Scelli said."

Travel Warning
United States Department of State
Bureau of Consular Affairs
Washington, DC 20520

This information is current as of today, Fri Aug 26 2005 02:34:35 GMT-0700.

CôTE D'IVOIRE

August 25, 2005

This Travel Warning is issued to update safety and security concerns in Cote d’Ivoire and to provide new telephone numbers for the U.S. Embassy in Abidjan. The Department of State continues to prohibit minor dependents from accompanying U.S. government employees at the U.S. Embassy in Abidjan, Cote d’Ivoire, and continues to urge Americans to defer non-essential travel to that country. This supersedes the Travel Warning of February 8, 2005.

Since the November 2004 violence, Cote d'Ivoire has been mostly quiet, although there have been episodes of violence, particularly in the western part of the country, and there is a risk of renewed conflict throughout the country. The security situation remains tense and potentially volatile. The airport currently operates normally and handles a number of flights by regional and European carriers that service Abidjan. Land routes to the Ghanaian border are open.

On November 4, 2004, Ivorian government forces launched aerial attacks on cities in northern Cote d'Ivoire controlled by New Forces, resulting in the deaths of Ivorian and non-Ivorian nationals. After an aerial attack caused the deaths of nine French soldiers and one American civilian, the French reacted by destroying most Ivorian air assets and seizing the airport. In response, there were widespread confrontations between Ivorian demonstrators and the French military, resulting in some Ivorian civilian and military deaths. These incidents were accompanied by widespread rioting, looting, and violence in Abidjan and elsewhere, directed against the French, but also against other expatriate and some Ivorian individuals, homes, and businesses. French schools in Abidjan were destroyed and have not reopened.

Embassy employees are asked to limit their travel within Abidjan and to avoid travel at night. Travel to most areas outside of the capital is reviewed on a case-by-case basis. Private American citizens are urged to follow the same guidelines. Americans should also ensure that their vehicles are fully fueled and that they have adequate cooking fuel, food and water for several days.

The U.S. Embassy in Abidjan moved in July and has new telephone numbers (see below). The Embassy may close temporarily for general business from time to time in response to security developments. U.S. citizens who remain in, or travel to, Cote d'Ivoire despite this Travel Warning should consult the Department of State's latest Consular Information Sheet for Cote d'Ivoire and the Worldwide Caution Public Announcement at http://travel.state.gov. Americans should register with the U.S. Embassy by completing a registration form on-line at https://travelregistration.state.gov/ibrs/home.asp, by calling (225) 2249-4000, or by faxing (225) 2249-4202. Americans in Cote d'Ivoire who need assistance should contact the Embassy at (225) 2249-4000. American citizens may obtain up-to-date information on security conditions in Cote d’Ivoire by calling 1-888-407-4747 toll free in the United States and Canada, or 1-202-501-4444 from all other countries.

"City to pay woman's fine"
for breach of burka ban

25 August 2005

ARTICLE SNIPPET: "BRUSSELS — In the Limburg city of Maaseik the first fine for wearing an Islamic burka has been issued.

Police booked a young woman of Moroccan origin three weeks ago for wearing the all-concealing Islamic veil, newspaper 'De Standaard' reported on Thursday.

The woman will now be required to pay a EUR 125 fine, Maaseik Mayor Jan Creemers said on Wednesday.

Ironically, the city will probably end up paying the fine because the woman is receiving social security payments from the OCMW benefits office."
