The London that Joan Collins is describing is really no different from when she was a child. Here's a passage from a book written around that time:
"The street was very narrow and muddy, and the air was impregnated with filthy odours. The rudeness she describes is partially a result of decades of entrenched socialism, hailed by US liberals as a symbol of their greater sophistication, compassion, and moral superiority. Socialism has built a culture where a man needn't marry the mother of his children because the state, not the father, provides health care, housing, education, and sometimes food. Without a male role model, discipline (particularly that of young males) is left to women alone who often cannot psychologically much less physically control their sons. Education is secondary to the pursuit of easily obtainable material distractions and "pubbing" is alot more fun than studying. The provisions of the state replaced God and anyone not primarily focused on the secular world is considered somehow provincial or stupid.
Too bad about the bully who should have known better taking her cab. But given the morality (and private behavior and manners) of the Royals, why expect more from the next rungs of society.
