Doesn't sound right to me either. Why target a military installation? Wouldn't it be easier and have more of an impact if they hit a civilian soft target. Say the mall on a Saturday afternoon or a movie theater showing the latest summer blockbuster. Also why bring a rocket launcher that close to a base with low flying aircraft and not use it?
