That is done with fund raising car washes around here. The sign will say for a $5 donation (or no dollar amount is specified). Since they all do it that way now, I suspect some state regulation now does not allow them to "charge" for the wash.
Or like a bottle club. BYOB, but the mixers are $5 each.

I am friends with the under cover officer involved, and I assure you, Scrima was simply a cheapskate. Posing as an undercover crack addict prostitute is not as easy as it may sound....

Prostitution should not be illegal. I agree. As George Carlin says, "Selling is legal. F@#$ing is legal. Why when you combine the two are they illegal?"

They ran the sting because the neighborhood is overrun with prostitutes and johns. There are used condoms and drug paraphernalia in the alleys from these folks.
The police are trying to drive the scum out of the neighborhood at the request of the residents.

Those are good points. I don't know what the answer is, but it seems like we aren't getting anywhere with it as things are at present.
One thing for sure, real life is not like Julia Roberts in Pretty Woman.
