HOUSTON- A woman accused of taking part in a scheme that brought young Honduran women into the United States and then forced them into prostitution has been indicted on conspiracy and smuggling charges.
An arrest warrant charges Elsa Consuelo Isuala Meza of Houston, 44, with conspiracy, seven counts of smuggling and two counts of harboring undocumented immigrants. Isuala Meza remained at large and was believed to be Mexico, said Michael Keegan, spokesman for the Immigration and Customs Enforcement Bureau in Washington D.C.
Isuala Meza was accused of running a house in Houston that served as part of a smuggling network. Girls as young as 14 came to stay at the home after being promised jobs as waitresses in New Jersey.
Instead, they would work 48-hour weeks in bars, earning $240 to pay smuggling fees ranging from $10,000 to $20,000, according to the indictment. The smugglers would threaten retaliation against their families in Honduras if they refused to work as prostitutes, Keegan said.
Isuala Meza was one of 10 people indicted Thursday by a New Jersey grand jury. Her brother, Jose Arnaldo Isuala Meza, 23, of Sonaguera, Honduras, was accused of being the lead smuggler.
He is being sought by authorities in Honduras. Eight others indicted in the case are in custody, three of them in Honduras, officials said.
About 30 of the women smuggled in were given medical services, counseling and housing. They and their families will be eligible to apply for special visas, Keegan said. ___

It's much easier to force people into black market occupations than legal, regulated occupations. Anyone who truly cares about women forced into prostitution must seriously question the illegality of prostitution.

As with most in life, It's not as much capacity as it is a matter of timing.
Why hasn't she been charged with running a prostitution ring, indentured servitude, child abuse and procurement of a minor for illegal purposes(14 yr old girls), violation of labor laws (underage "barmaids"),and contributing to the deliquency of a minor? Legally some of the charges I mentioned may no longer exist, but still, what a piece of scum.
