BBC reporting the delay was due to "ongoing police operations at several locations throughout the city".

Sounds like the Police are acting upon leads developed from yesterday's attacks.

First report I've heard that he was carrying a large rucksack. So far, the reports have just said that he didn't have explosives under his coat. If he had a large rucksack AND was wearing a heavy padded winter coat in the middle of summer, no wonder they shot him. Good going Brits!
