Because the special prosecutors mandate ends in October , just before elections the idea is to keep Wilson whining right up until the end. He might be very suprised to find himself subpoena'ed before the Grand Jury and find himself charged with sedition while Rove walks away grinning.
Now its about electioneering, and image making, and the prosecutor cannot walk away without calling Wilson and Plame to testify before the grand jury. That will likely happen in September or October.
