Think about it, that makes complete sense. they build a picture of how many cells and operatives there are by tracking them. A suspect leads them to another and so on. They then move on a larger group and arrest them all. Far more productive than grabbing them straight away

Don't forget that quite a few European countries still have school prayer, bible studies in the classroom, etc. But yeah, I know what you mean - it is like they sometimes have this spontaneous burst of sanity in limited areas and then go back to writing telephone book constitutions.

He tried to run onto the rain, then half tripped and fell down. Eyewitness was 5 yards from the incident. Police was in hot pursuit of him, just 2-3 feet behind him, half pushed him, as he fell to the ground, police placed five shorts into his head.
Pakistani looking guy. Didn't sound like he was wearing a backpack. Wearing a large coat.

I thought the cops in England weren't allowed to carry guns? A fox reporter stated that most do not carry weapons and this is unusual. However, MI5 has been deployed with weapons and suspected terrorists are getting extra watching. So maybe they were watching this guy and shot him as he made his move.

Why send your problem elsewhere, where they can recharge and try again? Just arrest then and send them to Gitmo.

Two important points.
Brits quietly shoot and kill terrs, even after they surrender sometimes. The embassy takeover about 20 years ago, SAS shot them all. Witnesses said some had surrendered and were sitting alongside a wall inside building.
This was near Brixton, a very Black part of London. The Island Laddies will not be happy with terrs blowing up their neighborhood.
