You combined my quotes. The one you listed was a treaty signed by the President and approved by the US Senate, merely a decade after the Constitution was written.

EMP weapons wouldn't set off detonators (in general). They would just fry any solid-state circuitry they contain without doing anything else - i.e., render a cell-phone detonator inert.
