I think there is a dynamic here you are missing. When 9-11 happened, we were attacked by 19 foreigners. They were not American citizens. They were people we let through our borders.
But the four men allegedly (I say allegedly because no names or faces have yet come to my attention, only law enforcement knows who they are talking about) behind the London attack were British citizens.
They attended local mosques. They prayed and coordinated their attacks among fellow citizens. I think, in the minds of some, it makes no sense to seek justice in Afghanistan, Iraq or Saudi Arabia. The perps - and their breeding ground - are right there from their own country. In the minds of thug gangs, it doesn't seem far fetched at all to seek revenge amongst those who nurtured the deed.
And, if I could venture a guess, the Moslems in Britain are probably as unwilling to condemn terrorism in their names as their American counterparts are. No doubt, their silence in the aftermath is deafening.
While nobody of level mind is advocating random attacks on Arabs for their religion or their skin color, it could also be argued that the mosque you bomb today could thwart the terrorist attack planned against you for tomorrow.

What makes you think they wouldn't target simply those responsible for inciting anti-West violence? There are a million miles between that and "attacking anyone whose skin tone differs from yours."
