Say what you will about the French, their language is hardly a failed one; for centuries it was the only language of international diplomacy. A quirky way manner of numeric expression has nothing to do with that. This guy's as wrong as wrong can be.

No, he is absolutely right. Those centuries you refer were loooong ago. The country is dying and the language is dead in importance to the world. PS The language is NEVER coming back in importance.

My family was rushed out of a Montreal restaurant for daring to speak English inside. We were outright refused service and told to leave (in English).

How ignorant. I assure you that was a huge outlier in terms of normal French Canadian hospitality. And no, I don't live in Quebec (Toronto, actually!).

I was stunned when I saw a translation of an interview with him. All cultures have their dark moments, our's is slavery and the extermination of "Native Americans". But we own up to it. He almost praised the actions of Japanese soldiers in China and Korea. We need a strong Japan to counter the rising dragon in the east but neo-Imperialists are not the horse to bet on.
