HJR 19 has passed the Texas House. The Senate needs to be encouraged to pass the constitutional amendment rather than just a statutory bill. Time is short. If the Senate adjourns today and does not come back until Monday, the measure may die because of a lack of time to address it.

A "statutory bill" is at best a temporary solution to the problem. It could be a starting point that provides time to get a constitutional amendment to the people for a vote.
