The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Thanks for that reminder jerseygirl. I remember this being discussed.

I believe the truckers hauling hazardous materials have been instructed to ram any cars trying to wreck them.

If they take out mass transit (subways & buses) AND can shutdown the major roadways they could really pile up some bodies.

My reaction plan is to shelter in place. I keep 3 days worth of food, water, and supplies in the car. I also keep the gear (trail food, water filter, heavy boots, extra socks, etc) I would need to hike the 50 miles home.

Folks should make plans that include not being able to go anywhere. On 9/11/01, everyone panicked, ran to their cars, and proceeded to create chaos on the roads.

If they do the same thing again, they could make themselves easy targets.

IRBIL, July 12 (KUNA) -- Security forces in the Kurdistan region arrested a terrorist network known as the Sheikh Zana Network and exposed its tactics in confessions by some of its members.

The Kurdistan TV satellite station aired confessions of a number of those in the network who recounted incidents of planting bombs and killing the innocent.

Member of the Political Bureau of the Kurdistan Democratic Party Masroor al-Barzani told the TV station the arrest of members of the Zana network served to show the criminal behavior such networks are involved in which aim to destabilize the nation and stunt its growth and progress.

U.S. Soldier, Iraqi Children Killed in Car Bomb Attack

American Forces Press Service

WASHINGTON, July 13, 2005 – A Task Force Baghdad soldier and several Iraq children were killed today during a car-bomb attack in east Baghdad, military officials reported.
Three U.S. soldiers were wounded in the attack that happened around 11 a.m. At least two critically wounded children were evacuated to a U.S. Army hospital.

According to Task Force Baghdad soldiers at the site, a vehicle laden with explosives drove up to a Humvee and detonated. Many Iraqi civilians, mostly children, were around the vehicle at the time of the blast.

The blast also set a nearby house on fire. Iraqi police and firefighters responded to the blaze and immediately began evacuating the wounded to nearby hospitals.

The name of the soldier killed is being withheld pending notification of next of kin.

The military is investigating the incident.

Near Kirkuk today, Task Force Liberty soldiers found and destroyed a large number of artillery rounds including 28 155 mm rounds, 13 105 mm rounds, two 130 mm rounds and one 110 mm round. In other news, the military reported that two individuals were detained after their vehicle tried to run down Task Force Baghdad soldiers near Balad July 12.

The unit reported the vehicle originally tried to merge with the combat patrol, but stopped after being signaled to pull over.

When soldiers approached, the driver sped straight toward them. The soldiers then fired on the vehicle, wounding the passenger, who was taken to a coalition medical facility. The driver was detained for questioning.

There were no injures reported in the incident.

One of four Arab escapees recaptured

KABUL (Pajhwok Afghan News): An Afghan commander Tuesday claimed they had recaptured one of the four Arab escapees who broke out of the main US base at Bagram, some 35 kilometres north of here.

Mehboob Amiri, commander of the Quick Action Force, told Pajhwok Afghan News the fugitive was hiding in a mosque in the Gulai village near Bagram. “He had taken refuge in a room used by the prayer leader.”

Without revealing the name or nationality of the man, Amiri added he was apprehended last night in a joint operation conducted by the Quick Action Force and ISAF. He continued efforts were on to track down the remaining three Arabs.

As the US military probed the daring jailbreak for a second day, Afghan officials identified the runaways as Mahmud Ahmed Mohammed (Kuwait), Mahmud al-Fatani (Saudi Arabia), Mohammed Hassan (Libya) and Abdullah Hashimi (Syria).

In a bid to recapture the three militants still at large, a massive manhunt featuring a large number of Afghan and coalition troops and helicopters was in progress in and around the sprawling base in the northern Parwan province.

Marveling at the first-ever escape from the heavily-fortified US base, Afghan officials were still groping for reasons as to how the “enemy combatants” from Libya, Saudi Arabia, Kuwait and Syria fled the high-security detention facility.

According to US estimates, up to 500 suspects are being held at the main US base in Afghanistan, where violence has escalated in the run-up to the September 18 elections. In what appears a taunt for the US-led coalition, Taliban have reportedly offered protection to the Arab suspects. Hakimi told an international wire service the movement was ready to shelter the men, should they approach the ousted student militia.

The escape came weeks after the downing of a Chinook helicopter- seen as a big reverse for the US military - in the troubled Kunar province, where a major anti-insurgency operation is currently underway.

At least 16 American servicemen perished in the crash, the biggest death toll suffered by the US forces in one day in Afghanistan. Three members of a Navy SEAL team that had gone missing in the area were later found dead while one was rescued alive.

W..wait. What’s this? It’s an email form page but site design got somewhat screwed up, with exposing something like variables that should be stored in PHP script. Let’s check out the source of it.
Obviously the whole source code ought to be written in php document, but this very page has “.htm” as an extension so that server program cannot interpret it as php file, gives vent to php coding part on the surface of the page instead.
Is this a simple mistake by its webmaster? I don’t think so, because you can see the “working” php index page at http://76news.net/upload/index.php . They know the difference.

Bit tough to understand for computer novice? Okay here’s a briefing.

(due to configuration of this webserver, any accesses without filename after the trailing slash be automatically redirected to “Index” file such as “index.htm” or “index.html”)

The reason for this in my conjecture is, the webmaster or tech guy concerned should have added “index.php” to .htaccess file as one of the default index, and also should have renamed the current “index.htm” page to “something.htm”, otherwise it wouldn’t be found this easily.
http://76news.net/upload/index.htm is the old page, lying idle there for some reason, and now “index.php” is working as the real index page instead.
So…what they “did” with “index.htm” before? See the source code of http://76news.net/upload/index.htm again.
It has “toby@killingoursons.com” as email variable ($email) as the destination address. What does it mean?? “killingoursons.com” is currently suspended for unknown reason, does it due to past abusive emails from 76news.net?? or am I guessing wrong??

West’s terrorist campaigns

This is in response to Col. Riaz Jafri’s letter that appeared in the Frontier Post of July 9 2005. Such apologetic letters by the likes of the author and others have started to emerge as was expected.

The media in general has desensitized the public to the plight of Muslims by streaming televised impressions of what is termed “Islamic terrorism”. It is their intention to demonize an ideology to muster support for the pseudo “war on terror” in which countless innocent Muslim civilians have lost their lives as a result of the West’s terrorist campaigns.

The Muslim fatalities now run well into tens of thousands and are only cursorily reported by the media and no outrage in that regard pours from the public from anywhere in the world. However, in response to the retaliatory attacks by the victims of US and UK’s oppression, the media starts beaming pictures around the world of the West’s victimization at the hands of the so-called “terrorists”.

It is the West who have ravaged the lands of the Muslims and slaughtered thousands in cold blood. It is they who have plundered the natural resources of Muslim lands by installing puppet regimes that are subservient to their evil interests.

It was the US who aided Saddam militarily while he was involved in massacre of the Kurds. These and other culpable facts are preserved in scholarship and one only needs to visit a decent library to ascertain them and get a clear perspective. Now, all of a sudden, the West has worn some angelic attire and is leading the crusade against the so-called “evil” which they have installed around the world in the first place. It is rather naïve to expect that the people who are wronged in the most terrible of ways will sit quietly and endure the humiliation at the hands of the West in their own countries. Indeed these dreadful attacks were inevitable and were predicted by leading organizations that assess global security.

This in no way condones the horrendous events that transpired in the UK but the intention here is only to put matters in perspective especially for the so-called Muslims who have been brain washed by the western propagandist media and are now oblivious to their own plight.

Unfortunately, in response to the “you are with us or against us” doctrine and belligerent policies of the US and the UK in Muslim lands, such retaliatory attacks will only escalate.

FC recovers arms, ammuntion

MASHKEL: Panjgur Rifles (PR) a wing of the Frontier Post captured a big quantity of arms and ammunition and foiled the bid of smuggling here on Tuesday. As per information on the tip off Commandant Panjgur rifles appointed raiding party to apprehend the arms and ammunition smugglers.

Raiding party signaled a land cruiser to stop but despite stopping the smugglers riding in the vehicle started firing on the PR raiding party. PR raiding party chased the vehicle that left the land cruiser in the dark place and escaped from the site.

On search raiding party of Panjgur Rifles recovered heavy arms and ammunition. After registering case investigation were started.

Man carrying explosives held near Kabul

KABUL (Pajhwok Afghan News): Security personnel Tuesday claimed arresting a youngster allegedly assigned with carrying out terrorist acts in Afghanistan.

Rapid Reaction Force Commander General Mehboob Amiri told Pajhwok Afghan News the suspect was arrested late Monday night in Lataband area, some 30 kilometres southeast of the central capital.

The alleged terrorist was traveling on a Kabul-bound coaster when security personnel apprehended him.

Identifying the boy as Sanaullah, resident of Koh-i-Safi of the northern Kapisa province, Amiri said three boxes of explosives, a wireless set, seven audiocassettes, a few notebooks, 600 afghanis and 2,500 rupees were recovered from him.

“He is one of the seven people assigned and dispatched here to carry out disruptive activities on Afghan soil,” the commander said without elaborating as to who had given him the evil task. With his hands tied behind his back, Sanaullah told Pajhwok Afghan News he was studying in Hasamuddin Madressah in Pakistan.

Foreigners held with arms

KABUL (Pajhwok Afghan News): Afghan National Army claimed arresting six foreign nationals along with anti-personnel mines and six AK-47 assault rifles in two provinces.

Defense Ministry’s spokesman General Zahir Azemi Monday told Pajhwok Afghan News three people, Haji Gul, Said Ajax and Wachal Gul, carrying remote-controlled anti-personnel mines, were apprehended in Kumar on July 7.

In a raid in Paktia, units of the 203 Tandar army corps arrested three foreign nationals along with AK-47 assault rifles. They have no legal documents.

Without revealing nationality of the arrested people, the spokesman said probe was underway and details would be released later.

Security officials in Kandahar last week claimed they had nabbed three Pakistanis with anti-personnel mines and documents.

Biological and Conventional Terrorism Top Priorities in U.S. Homeland Security Department Overhaul

U.S. Homeland Security Secretary Michael Chertoff is expected to create an intelligence director within his agency to concentrate terrorism analysis and a chief medical officer dealing with bioterrorism, the Associated Press reported today (see GSN, June 30).

The changes are part of an overhaul to focus the department, plagued by bureaucratic troubles and other problems, on biological and conventional terrorism, according to AP.

“Our department must drive improvement with a sense of urgency,” Chertoff said in a transcript of a statement he is set to make today to lawmakers. “Our enemy constantly changes and adapts, so we as a department must be nimble and decisive.”

The medical officer is expected to lead bioterror policy and coordinate response to an attack by federal, state and local agencies. Officials said the post was prompted federal agencies’ troubles in exchanging information during the March anthrax scare in the Washington area, AP reported (see GSN, April 14).

Chertoff also is expected to make transportation and border security top department priorities by adding personnel as well as new detection and screening technologies, according to department officials.

Representative Bennie Thompson (D-Miss.) said that Chertoff, in a briefing to lawmakers, also pegged chemical and nuclear plant security and immigration as areas of importance (Lara Jakes Jordan, Associated Press/Yahoo!News, July 13).

In an interview with USA Today, Chertoff said the aim of the changes is to stop a WMD attack.

Chertoff is announcing the changes less than a week after the Bush administration raised the terror threat level to high for mass transit systems following the London bombings, USA Today reported today.

However, the secretary rejected calls from Senator Charles Schumer (D-N.Y.) and others to direct significantly more money to transit security. The department needs to “keep our eye on the ball and focus on our priorities,” Chertoff said.

Chertoff added that the public should be aware that “we’re going to have the issues of terrorism and these kind of events for a very long time to come. … We can't be complacent, but we also need to kind of build in a sense of stability and calmness, and not react or overreact to individual instances.”

USA Today also reported that Chertoff plans a new division focusing on preparedness at vulnerable locations such as chemical and nuclear facilities, bridges and dams (Mimi Hall, USA Today, July 13).

Iran to Take New Direction in Nuclear and Foreign Policy, President-Elect Says

Iranian President-elect Mahmoud Ahmadinejad pledged yesterday that his nation would implement “new measures” in its nuclear and foreign policy (see GSN, July 12).

“There will be new measures concerning foreign policy,” said Ahmadinejad, without elaborating. He takes office on Aug. 3 (Agence France-Presse/Yahoo!News, July 12).

Top Iranian nuclear negotiator Hassan Rohani said in an interview published in today’s Sharq daily that Ahmadinejad may remove him from his position, Reuters reported.

“The new president naturally has the right to appoint whoever he chooses,” Rohani said.

He also warned that a negotiating team appointed by the new administration could overturn Tehran’s November agreement with the European Union to freeze sensitive nuclear work for the duration of their negotiations.

“I don’t think anyone is against negotiations (with the European Union), but there might be differences in our approach about suspension (of nuclear work). It is possible that this different viewpoint may be implemented,” Rohani said (Paul Hughes, Reuters, July 13).

Iran and the European Union are scheduled to resume working-level nuclear talks Monday, with EU officials expected to offer their official proposal on Iran’s nuclear program by Aug. 1, Iranian Supreme National Security Council spokesman Ali Aqa-Mohammadi, said yesterday (Vision of the Islamic Republic of Iran/BBC Monitoring, July 12).

Russia Hosts IAEA Conference on Nuclear Fuel Cycle

The Russian Federal Atomic Energy Agency and the International Atomic Energy Agency are hosting a three-day conference in Moscow beginning today to examine ways to regulate use of the nuclear fuel cycle, the U.N. agency announced in a press release (see GSN, May 31).

Yuri Sokolov, the agency’s deputy director general for nuclear energy, told conference delegates that the agency favors improving regulation of the nuclear fuel cycle.

“The IAEA is addressing the challenges through implementing strengthened safeguards and promoting assurances of supply of nuclear fuel cycle services together with assurances of nonproliferation,” he said. “In this regard, the agency is seeking to promote enhanced controls over sensitive parts of the nuclear fuel cycle, in particular uranium enrichment and plutonium reprocessing technology” (IAEA release, July 13).

Meanwhile, Russian atomic energy chief Alexander Rumyantsev yesterday called for increased nuclear security following last week’s bombings in London, the Associated Press reported.

Rumyantsev said that while Russian and U.S. nuclear sites are guarded, “in connection with the changing contemporary threats, new challenges arise which must be resisted — today we understand this when an appalling terror attack has just occurred” (Associated Press, July 12).
