BAGHDAD, July 16 (KUNA) -- Al-Qaeda's financial advisor Saad Abbas Al-Janabi and a former high-ranking army officer, affiliated with terrorists, were arrested by Iraqi police, said Sunday Iraqi authorities.
In a release, the Iraqi government said security forces, during a raid in southern Baghdad, has apprehended Al-Qaeda's financial advisor Saad Abbas Al-Janabi and two of his affiliates.
Al-Janabi, added the release, was the financial advisor of Abu Abdul-Aziz, one of Al-Qaeda's leaders, who was arrested on July 10.
In Baqoubah, a former high-ranking army officer, affiliated to the terrorists, was arrested while in possession of a letter thought to be sent from members of Al-Zarqawi's terrorist organization.
In press statements, Baqoubah's security commander Colonel Dhiya Ismail, without disclosing the prisoner's identity, said the letter praised the officer's role in assisting the terrorists and their actions.
The operation that led to arresting the officer and 61 other suspects, added Isamil, was part of Al-Shurouq's anti-terrorist operation in Baqoubah. (end) mhg.

Coalition Forces Stymie, Respond to Ongoing Terrorist Attacks in Iraq

WASHINGTON, July 16, 2005 Task Force Liberty and Iraqi army soldiers stopped a potential terrorist attack when they confiscated a mortar system in a vehicle during a joint operation near Balad, Iraq, on July 15 at about 5:00 p.m.
Elsewhere in Iraq, though, terrorists continue to target and kill innocent Iraqis.
The joint operation in Balad occurred at a traffic control point. Soldiers reportedly found an 82 mm mortar tube, tripod, base plate, and breach cap in the back of a truck. These items were confiscated and the driver was detained and questioned at a coalition base, officials said.
Later that day, at around 7:00 p.m., Iraqi police and Task Force Baghdad soldiers responded to two more car-bomb attacks in southern Baghdad.
"This is another example of terrorists attacking innocent civilians," Task Force Baghdad spokesman Army Lt. Col. Clifford Kent said. "Terrorists who blow themselves up to deliberately destroy innocent life are not suicide bombers," he added. "They are killers. The Iraqi people know that these criminals have nothing positive to offer Iraq."
Joint security forces cordoned off the area within minutes of the blasts and began treating the wounded. Nineteen people were evacuated to a local hospital for treatment, and three Iraqi policemen and seven civilians were killed in the attack, officials said.
Just before 6:00 p.m. on the same day, four Task Force Baghdad soldiers sustained minor injuries from a remotely detonated car bomb. The soldiers reportedly were looking for terrorists who had fired on their patrol in Jihad, a southwest district of Baghdad, when the nearby car bomb was detonated.
Elsewhere in Iraq, six Iraqi policemen were killed and another 10 were injured when a suicide bomber detonated his device at a police station in Hammam al Alil, south of Mosul, today, officials said. The injured policemen were taken to a local hospital for treatment.
An Iraqi civilian also was killed today in Samarra, near Tikrit. He reportedly was caught in crossfire between terrorists and coalition forces.
Task Force Liberty soldiers said they were responding to a rocket-propelled-grenade attack and small-arms fire. The civilian was riding in a vehicle that had passed between them and the terrorists. One U.S. soldier was wounded in the attack. He was evacuated to a nearby coalition medical facility for treatment, officials said.

Treasury Designates UK's MIRA for Support to Al Qaida

The U.S Department of the Treasury today designated the Movement for Islamic Reform in Arabia (MIRA), a U.K.-based Saudi oppositionist organization, for providing material support to al Qaida. MIRA is run by al Qaida-affiliated Saad al-Faqih, who was designated pursuant to E.O. 13224 by the Treasury on December 21, 2004 and is named on the United Nations 1267 Committee consolidated list of terrorists tied to al Qaida, UBL and the Taliban.
"Al-Faqih uses MIRA to facilitate al Qaida's operations," said Stuart Levey, the Treasury's Under Secretary for Terrorism and Financial Intelligence (TFI). "Designating MIRA will help stem the flow of funds to the organization and put the world on notice of its support for al Qaida."
Under his ideological and operational control, MIRA is the main vehicle al-Faqih uses to propagate support for the al Qaida network. MIRA's 1995 founding statement explicitly states that the organization is not limited to peaceful means in the pursuit of its objectives. According to information available to the U.S. Government, while head of MIRA, al-Faqih assumed the role of the al Qaida spokesperson in London following the arrest of senior Egyptian Islamic Jihad terrorist Yassir al-Sirri in 2001.
Information shows that statements on the MIRA website, including messages from Usama bin Laden and Abu Mus'ab al Zarqawi, are intended to provide ideological and operational support to al Qaida affiliated networks and potential recruits. According to recent information available to the U.S. Government, a senior al Qaida operative in Saudi Arabia sent articles to al-Faqih who then posted them to the MIRA website under the al Qaida operative's pennames.
In 2003, MIRA and Faqih received approximately $1 million in funding through Abdulrahman Alamoudi. According to information available to the U.S. Government, the September 2003 arrest of Alamoudi was a severe blow to al Qaida, as Alamoudi had a close relationship with al Qaida and had raised money for al Qaida in the United States. In a 2004 plea agreement, Alamoudi admitted to his role in an assassination plot targeting the Crown Prince of Saudi Arabia and is currently serving a 23 year sentence.
Al-Faqih has maintained associations with the al Qaida network since the mid-1990s, including with Khaled al Fawwaz, who acted as UBL's de facto representative in the United Kingdom and was associated with the 1998 East Africa embassy bombings. At the U.S. trial of the East African embassy bombers, prosecutors provided evidence that MIRA and al-Faqih paid for a satellite phone that al Fawwaz passed on to UBL, who allegedly used it to help carry out the attacks.

Dr. Saad Al-Faqih was until leaving Saudi Arabia 1994 consultant Laparoscopic surgeon to the main university hospital in Riyadh and professor of surgery in the Medical College. He had his MBBS from Riyadh 1981 and Followship in Surgey form Royal College of Glasgow on UK 1987.
Dr. Al-Faqih was not known publicly before the gulf war but was known by the Da'wa circles and some elite for activities in that limit. After the Gulf War he and few others formed a small group which became the force behind the famous Letter of Demands in 1991 and Nasiha Memorandum in 1992 and Comittee for Defence of Legitimate Rights (CDLR) in 1993. After the crackdown on this group he was imprisoned by the Saudi authorities. After his release the same group decided that their mission cannot continue without a base outside Saudi Arabia.
And as we know, he found safe haven in London.

The New York Times reported that before the Sept. 11 attacks, the United States had intercepted an al-Qaida message that bin Laden was planning a "Hiroshima" against America. In a later taped message, released before the U.S. attack on Afghanistan, bin Laden said, "When people at the ends of the Earth, Japan, were killed by their hundreds of thousands, young and old, it was not considered a war crime; it is something that has justification."
