Gov. Arnold Schwarzenegger came into office promising to "blow up the boxes" of government bureaucracy, eliminating state jobs and useless positions. Instead, he has drawn new boxes and filled them with new state workers - 4,983 more in fiscal year 2004-05, which ended June 30, and a planned 6,288 more in fiscal 2005-06, which began July 1, according to state documents obtained by the San Francisco Chronicle.
This is just another way he, unfortunately, is imitating recalled Gov. Gray Davis.
As we noted in an April 10, 2003, editorial, a Davis call to "freeze" hiring actually turned out to mean that 7,847 new state employees were hired in the first 100 days of 2003. Six months later, the governor was recalled.
And let's not forget that Californians will be paying for many of these new hires for more than half a century because they'll benefit from the over-generous pensions that have been spiked in recent years.
When private companies have financial difficulties, they usually suspend hiring, even lay off workers. Otherwise, they risk going broke from spending that overshoots revenue.
Not so government.
Government puts the tab on the taxpayers' credit card, or raises taxes.
For the new fiscal year California just started, the governor's budget proposal - and a similar one Democrats are proposing - would increase general fund spending 13 percent in fiscal 2005-06 over what was passed last year for fiscal 2004-05. That's close to the 15 percent budget increases Gov. Davis splurged on during the height of his spending folly.
The new spending increase will be paid for in part by $6 billion in borrowing.

What did you expect? Arnold is a RINOcrat, married to a socialist democrat. What did you expect?
During the last two summer budget crises with Davis, there were warnings of paying all state workers the minimum wage until a budget was passed. IIRC, there was even a lawsuit won by one of the taxpayer organizations to require the state not to pay more than minimum wage until a budget was enacted. But, despite the budget being late every year, it seems the wage cuts never happened.
If there's no budget, how are we paying so many state employees so much money?
I hope Arnold doesn't have any further political ambitions.

From what I can see around here (Orange County), conservatives are finished with Arnold. Of course, he still has the full support of the GOP "New Majority", a cabal of wealthy GOP Big Tent RINOs/Liberals/Moderates which hijacked the conservative OC GOP by purging Tom Fuentes.
