NDSU student charged with molesting 7-year-old boy

An NDSU student and one of this city’s first high-risk sex offenders has been charged in Becker County, Minn., with molesting a 7-year-old boy near a middle school.

Joseph Edward Duncan III, 42, was charged with second-degree criminal sexual conduct and attempted criminal sexual conduct. The criminal complaint accuses Duncan of approaching a 7-year-old boy and his 9-year-old friend with a video camera on July 3 at a middle school playground.

The complaint said Duncan pulled down the shorts of the younger boy and touched him. He tried the same thing with the other boy but wasn’t successful, the complaint says.

The younger boy described the man and his car to police, who matched the descriptions to Duncan and his car through a sex offender database. The boy identified Duncan in a photo lineup.

Duncan’s criminal past includes the 1980 rape of a 14-year-old boy in Washington.

He served 14 years in prison for the crime before moving in 2000 to Fargo.

Since then, Duncan has lived at the same location without any violations of his lifetime sex offender registration requirements, said Lt. Tod Dahle.

“We’ve never had any trouble with him at all,” Dahle said. “He got a couple of speeding tickets, but that’s about it.”

On Thursday, Duncan visited the Fargo Police to register a new address for a second job he recently got in West Fargo, Dahle said.

Fargo police knew of the Becker County investigation but didn’t know until Friday of the charges, Dahle said.

Duncan has been enrolled at NDSU since fall 2000. He is now a senior majoring in computer science, said school spokesman David Wahlberg.

The university knew about the Becker County charges, but student privacy laws restrict school officials from discussing what actions, if any, they might take against Duncan, Wahlberg said.

Duncan made the dean’s list in fall 2000 and spring 2001. He’s a member of Phi Kappa Phi National Honor Society, an academic excellence fraternity, Wahlberg said.

More than 300 people attended a community notification meeting for Duncan after his move to Fargo. At the time, he was one of two Level Three offenders with addresses registered in Fargo.

Level Three offenders are those considered the most at risk of re-offending. The police currently list six such offenders living in Fargo on its Web site.

Yeah well he was a problem. They just didn't see it. It's the problems you don't see that you need to worry about-- idiot Dahle!

You know those red DUI license plates? What about Molestor license plates? People need to keep an eye on these guys.

A waste of time, trying to educate a man who molests little boys. The only reason I suggested the license plate idea is to make a wedge issue for the left, not to mention, I think it's every bit as serious as a DUI driver. What I would really like is to execute convicts of extreme cases like this.

This is definitely an example for execution. His brain is defective. Any man who molests little boys isn't worth rehabilitating, because like you say, he can never be trusted.

But here's a straw man to trip people up: a 19 year old man taking a 17 year old female in his car and then getting fresh with her. That's a little different. On the other hand, a 25 year old man with a 16 year old teenage boy, that's plain sick. I think that people can generally agree on the very extreme cases like this one.

I agree. I know (or used to know, haven't heard from the family in years) a case where a young man about 18 or 19 yrs old stayed overnight at a friend's house, and the 12 year old overdeveloped sister crawled in bed with him, and what you might imagine to occur occured.

The girl wouldn't take "no" for an answer, and he let the wrong head do the thinking. Then she complained or told someone, and he was arrested. He was not the first boy she'd seduced.

The young man was sentenced to a few years in prison.
His life is probably ruined by now. I used to communicate with him several years ago by mail, trying to encourage him not to be bitter, not to place blame on others, and admit his own fault. He did to some degree, but being a skinny white boy in a CA prison system stuffed with gang members, he was always in fear.

I wish I knew what became of him.

This is NOT the kind of sex offender that needs execution, needless to say.

You'd have to execute most of the gay population.
Young gay boys are a hot commodity for gays, which is why these gay activist groups are pushing so hard to have gay sex as just another alternative taught young kids in hopes of creating "fresh meat".
There is a doccumentry out called "boys town", it about the inner workings of the young gay boy sex trade in Vancover.
It's disgusting. They are nothing but predators, and sadly it's become acceptable!! How we as a society can allow this gay infuence in our schools to mold the minds of our children
truely reflects just how sick society has become.

Thank you for sharing that. I've always wondered why homosexual men are so obsessed with adoption, scout masters, and teaching. I had a hunch that something like that might be the case.

I realize, you get a stiff drink of Truth, and it's easy to despair. It's easy to feel overwhelmed. Been there, friend.

And now I see things with more more hope and optimism. We, the Christian and Jewish faiths, are a people who strongly believe in God. And we are still the goal post for atheist and 'soft faith' morality. They must compete with us to look normal. This documentary as you described it will be revolutionary. I mean, REVOLUTIONARY. As you described it, people WILL rise up and demand even more Conservative, legal reform. Like I've been saying, we need a congressional hearing into the inner workings of NAMBLA. That would be an excellent place to start.
