Letter from my State Representative:

The Governor may add the issue to the current special session.

I also e-mailed Gov. Rick Perry, in return I received a letter asking for a campaign contribution.

A JOINT RESOLUTION
proposing a constitutional amendment to prohibit a political subdivision from taking private property for the primary purpose of economic development.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION . Article I, Texas Constitution, is amended by adding Section 17A to read as follows:
Sec. 17A. A political subdivision of this state may not take private property through the use of the power of eminent domain if a primary purpose of the taking is for economic development.
SECTION . This proposed constitutional amendment shall be submitted to the voters at an election to be held November 8, 2005. The ballot shall be printed to permit voting for or against the proposition: "The constitutional amendment to prohibit a political subdivision from taking private property for the primary purpose of economic development."

Good point, all I have seen so far in reference to economic development has been political subdivisions taking land and turning it over to private individuals for developement.

Example: Freeport, Texas

The bill would not take away the rights of emindnt domain from political subdivisions for streets and stuff like that.

Here is a good look at their EDC, and their little project of taking private land to give along with 6 million tax dollars to a private developer.
