Hugh Hewitt just said, moments ago, that, according to his sources, Chief Justice William Renquist will announce his retirement on Monday, and that the President will announce his nominee on Tuesday.

Bush would never recess appoint a Supreme Court Justice. Nor should he. Nor should any President.
Tell that to Eisenhower:
On September 30, 1953, President Dwight D. Eisenhower nominated Warren Chief Justice of the United States under a recess appointment. The Senate confirmed the appointment on March 1, 1954.

I don't understand your correlation. I believe that GWB has stated that Souter was his father's worst mistake in office (and was only nominated as a favor someone on his staff). I think GWB will have his nominee thoroughly vetted to make sure he's conservative.
