"He was known as the 'emir of Mosul,' " Lt. Gen. James T. Conway said of Mr. Shakar during a Pentagon briefing today. "He is a key lieutenant in Al Qaeda - that has been established. He has said that he will not be taken alive; that he wore a vest and would detonate himself. In fact, he gave up rather peacefully when U.S. and Iraqi forces went to, actually, an associate's house, and he happened to be there with a number of others."
The general said he believed the capture could reduce the rate of insurgent attacks in Northern Iraq. "In terms of impact, we think it will be significant," he said. "He has been in charge of the operation up there for a long time. Mosul, as you know, has become more and more a focal point for insurgent activities. So we have to think that the No. 2 won't be as capable as he."
A military statement today said that "multiple intelligence sources" had led coalition and Iraqi security forces to a quiet neighborhood in Mosul where Mr. Shakar was staying. He was captured on Tuesday, the statement said.
According to the statement, former associates of Mr. Shakar had told authorities that he never stayed more than one night in any one place, and that he had vowed never to surrender. But not only was he captured without incident, he was "fully cooperating" with military officials, the statement said.
