Is it just me, or was the French intent in constructing the EU -- an attempt to force other nations to subsidize France, under color of treaty?

Have I missed something.....Am I misreading the situation?

I read recently, that one British gentlman (a Peer, I think) described the proposed EU constitution as "a cross between the Berlin phone book and the prophecies of Nostradamus". Gave me quite a laugh.
